We're looking for a Transformation Programme Manager to join us for 12 months to be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%.
The Office of Rail and Road (ORR) is the independent economic and safety regulator for Britain’s railways and monitor of performance on England’s strategic road network. This is an exciting time to join ORR, as we are delivering a significant transformation programme to create a consistently agile and enabling organisation, with the right capability and a strong, inclusive culture that reflects our talented people. This will ensure we continue to operate as an independent, expert regulator, fit for the future and equipped with the capabilities and ways of working required to support sector-wide rail reform, while contributing to the government’s broader agenda on regulatory reform and economic growth.
Corporate Operations leads on Finance, Procurement, HR, IT, Security, Estates, Health & Safety & Organisational changes. The ORR is relatively small, so colleagues working in this directorate have both a hands-on role in daily operations and a strong understanding of how we work, as well as a role in setting strategic direction and organisation performance.
This is a pivotal moment of change at ORR. We are delivering an organisation-wide transformation programme to ensure we remain an agile, enabling regulator with the right capability, systems and culture to meet future demands.
As Transformation Programme Manager, you will turn strategic intent into an integrated programme plan and be accountable for the programme’s delivery governance. You will set the delivery cadence, standards and controls (including RAID, dependency management, benefits tracking and assurance), and ensure workstreams have clear milestones, owners and decision points. You will provide clear reporting and recommendations to senior leaders so that changes are delivered on time and embedded as the new normal.
You will work closely with the Senior Responsible Owner (SRO), workstream leads, Change Manager and Communications & Engagement colleagues to maintain a single view of delivery and organisational impacts. You will build strong, trusted relationships across the organisation, challenge constructively where needed, and help teams remove blockers and make effective decisions.
