A temporary opportunity covering maternity leave has arisen within the Development Management Service for an enthusiastic person to carry out the duties of a Planning System Supervisor and Gazetteer Custodian to deliver the technical requirements of the Council’s planning database, property and street naming and Corporate Address Gazetteer duties, and other technical support.
Systems administration forms the basis of the System Supervisor role, providing first line support for database, ePlanning, document management systems and geographical datasets, resolving technical issues and liaising with software providers regarding maintenance and upgrades.
In relation to the Corporate Address Gazetteer, the post acts as local custodian of the Local Land Property Gazetteer, ensuring the Council meets its obligations in connection with One Scotland Gazetteer, and managing links between the Corporate Address Gazetteer and others. The post will also manage the street naming and numbering functions of the Council.
The post will provide other technical support to the Development Management function, including monitoring approved developments and submitted documentation in relation to proposed and ongoing development, and the assessment and determination of notifications and applications. Managing Development Management processes within appeals and local reviews also forms part of the post, as well as responsibility for production of performance statistics submitted to the Scottish Government.
Knowledge of IT systems, and experience in database and/or gazetteer management are essential, as is the ability to read and interpret plans and knowledge of building and development issues. The ability to demonstrate robust analytical and problem-solving skills and delivering high-quality work to tight deadlines are essential to the role.
Experience of Development Management procedures, Geographical Information Systems, understanding the ePlanning service, experience in a planning-related environment, and knowledge of street naming and numbering are all desirable.
Applicants must hold a qualification at SCQF level 8/9 i.e. SVQ4, HND, General Degree, Higher Apprenticeship, Technical Apprenticeship in a relevant discipline (e.g. IT, Administration, Planning or Geography) or have a minimum of 5 years’ previous relevant experience.
You should have the ability to travel efficiently and effectively between various work locations within Orkney to meet the operational requirements of the Service. This post is subject to Level 1 Disclosure Scotland clearance.
