The role

The Head of Portfolio provides senior service leadership for the transformational change programmes and projects that deliver Orbit’s strategic goals across the Strategic Programmes portfolio.

The role leads the design, delivery and embedding of change, ensuring activity is aligned to organisational priorities, customer outcomes and agreed business objectives.

The role is accountable for the effective management of the change portfolio, ensuring the right governance, prioritisation and controls are in place to support confident decision-making.

Working closely with the Head of PMO, Head of Architecture and Design and senior stakeholders, the role ensures the change pipeline, architecture roadmaps, business cases, delivery plans and test activity are clearly aligned to business need and measurable outcomes.

The Head of Portfolio provides leadership assurance across the full lifecycle of portfolio delivery, from inception through to implementation and transition into business as usual.

The role has specific responsibility for business relationship management, programme and project leadership, and the delivery of agreed financial and non-financial benefits.

This role is part of Technology & Information where you'll help us give colleagues the infrastructure, support and insight they need to be brilliant.

  • What you'll achieve
  • Lead and own the rolling change plan for the portfolio, working with Executive and Leadership Teams through the Strategic Change Governance framework to ensure delivery remains aligned to Orbit’s strategy and service priorities.
  • Partner with Executive sponsors and senior leaders to shape business plans, secure commitment and support approval through the Executive Team and Orbit Group Board.
  • Ensure all projects are underpinned by robust business cases that clearly define customer, colleague and organisational outcomes, investment requirements, risks, dependencies and benefits, with approval secured through Strategic Change Governance.
  • Maintain oversight of portfolio delivery, ensuring agreed outcomes are delivered on time, investment is used effectively and benefits are tracked, managed and realised in line with approved business cases.
  • Provide clear, timely and evidence-based reporting to Programme and Project Boards, the Executive Team through the Strategic Planning Committee, and Common Board as required, including progress, risks, issues, dependencies and decisions needed.
  • Take direct leadership accountability for major strategic programmes and projects where senior service ownership is required.
  • Set and maintain effective programme and project delivery frameworks, creating the conditions, standards and controls needed for successful and sustainable delivery.
  • Contribute as a senior leader within Transformation, Technology and Data, working collaboratively with the Technology and Data Director, Head of TTD Commercial, Resource and Planning, and Head of PMO to provide joined-up service leadership.
  • Work with SMT colleagues to provide visible leadership, constructive challenge and collaboration that supports successful transformation delivery and the operational performance of technology and data platforms.
  • Develop and maintain the change and technology roadmap for the portfolio, ensuring it responds to business strategy and delivers agreed outcomes within the required timeframe.
  • Be accountable across programmes and projects for effective change management, supplier selection and supplier performance, implementation, embedding and handover into Technology and Data or the relevant business service.
  • Build and continually strengthen team capability in business relationship management, supplier relationship management, change management and delivery disciplines.
  • Develop talent and create a positive, inclusive and high-performing culture that supports professional development, succession planning and continuous service improvement.
  • What you'll bring

Essential skills

  • Significant senior leadership experience in change, transformation or technology-enabled service delivery within large, complex and geographically dispersed organisations.
  • Proven ability to set service direction, translate organisational strategy into deliverable plans and lead teams to achieve agreed outcomes, typically gained through 10+ years’ experience in relevant senior roles.
  • Demonstrable experience of leading innovative technology, digital, data and business change solutions that deliver measurable customer, colleague and organisational benefits.
  • Strong understanding of change management, business process improvement, technology, digital and data transformation, with the ability to apply this knowledge at service and portfolio level.
  • Confident senior leadership, communication and change leadership skills, with the credibility to engage, influence and constructively challenge Executive and senior stakeholders.
  • Strong analytical, commercial and problem-solving capability, using insight, data and performance measures to inform priorities, manage risk and drive service improvement.
  • Excellent relationship-building and influencing skills, with the ability to work across organisational boundaries, build confidence in change and secure commitment to shared priorities.
  • Proven ability to lead, develop and sustain high-performing teams, creating an inclusive culture that supports accountability, professional growth, coaching, mentoring and continuous improvement.
