Main Purpose of the Role
Provide operational and contribute to strategic leadership of the organisation’s building safety and maintenance functions services. Deliver high-quality, efficient, and value-for-money services aligned with organisational goals, regulatory requirements, and customer needs. Foster a strong culture of accountability, continuous improvement, innovation, and collaboration. Work closely with colleagues and stakeholders to deliver excellent services for tenants and communities.
Key Responsibilities
- Service Leadership: Lead the development and delivery of the Repairs Policy & annual service plans. Lead the implementation, management and reporting of all areas relating to landlord compliance and building safety. Align services with organisational goals, regulatory standards, and tenant needs. Act as the competent person for the organisation in relation to landlord compliance, building safety and property maintenance, providing expert advice to senior leadership. Advise the Director and Executive Team on property risks and mitigations, repair improvement opportunities and promote value for money within the service area.
- People Management & Development: Lead, manage, and develop a multidisciplinary team, empowering managers and staff to achieve high performance. Foster a culture of accountability, innovation, and continuous improvement. Provide clear objectives, coaching, and support for staff development and wellbeing.
- Financial & Value for Money Management: Develop, manage, and monitor assigned budgets, ensuring financial control, accurate forecasting, and value for money. Lead procurement and contract management for maintenance and building safety related works and services, ensuring quality, compliance, and cost-effectiveness. Identify and secure additional funding opportunities, including grants for improvement works to existing properties.
- Service Improvement & Innovation: Drive service improvements using data, tenant feedback, and performance insights. Lead innovation in property maintenance and building safety, including use of new technologies, sustainability, and decarbonisation. Ensure services are resilient and responsive in a changing external operating environment.
- Data Management & Reporting: Ensure accurate collection, management, and use of repairs data to drive service improvement and operational efficiency. Ensure accurate collection, management and use of landlord compliance and building safety data to ensure full legal compliance. Provide timely, clear, and meaningful reports to the Director, Executive Team, and Board on performance, compliance, risks, and outcomes. Promote data quality and evidence-based decision-making across the team.
- Risk Management & Compliance: Lead on risk management within the service, providing assurance to the Executive team and governance structures. Promote a strong health and safety culture, embedding safeguarding and regulatory compliance in all activities. Lead on health and safety requirements for the team, including compliance with CDM Regulations.
- Other: Act as part of the organisation’s wider senior leadership team, contributing to corporate strategy, organisational development, and cross-functional initiatives. Champion a culture of accountability, inclusion, collaboration, continuous improvement, and innovation, ensuring excellent outcomes for tenants, staff, and the wider community. Person Specification

Qualifications: Ideally qualified to degree level in a relevant subject area or equivalent demonstrable professional experience.
Experience: Significant leadership experience of multi-disciplinary teams in asset management, planned investment, repairs and compliance within a housing or property environment. Significant experience in the procurement of construction works contracts and the ability to provide advice on appropriate methods of procurement. Significant experience in the management of health and safety processes and systems.
Knowledge: Strong understanding of WHQS, stock condition, sustainability, procurement, contract management & customer satisfaction. Knowledge of legal repair obligations for existing buildings, including new and emerging building safety requirements. First class knowledge of decarbonisation, PAS2035 and energy efficiency more widely.
Skills & Abilities: Proven excellent leadership, team management, data analysis, reporting, financial management, and communication skills. Ability to deliver large scale and complex work programmes, through robust programme and project management approaches. Proven ability to act as the competent person, providing expert advice on repairs, asset management and building safety within a housing or property context. Ability to travel and hold a valid driving licence.

Desirable: It would also be beneficial for the post holder to have; Professional membership (e.g., RICS, CIOB) or Health & Safety qualification (NEBOSH, IOSH). Retrofit assessor qualification and/or retrofit coordinator qualification. A relevant management qualification – ILM, CMI. Knowledge of decarbonisation, retrofit standards, and the Welsh housing sector. Welsh language skills (spoken and/or written).
