Location: Rugby

Rate: £20.48 – £22.65 PAYE / £26.97 - £29.86 Umbrella

Length: 3 months, potential extension

Purpose of the role: To manage the waste services operational functions delivered by the Council. These services currently consist of household and commercial waste and recycling collections, street cleansing and cleaning activities, bulky waste collections and waste transfer station compliance. To assist the Waste Services Team Manager with commissioning new services and initiatives for all domestic and commercial waste collections and disposal. To manage the Waste Operations Team and waste transfer station.

Key Responsibilities:

  • Manage Waste Operations: Oversee day-to-day operations and supervise support staff, agency workers, and contractors to ensure efficient delivery of waste and street cleansing services, deputising for the Waste Services Team Manager as required.
  • Ensure Operational Excellence: Deploy resources effectively to maintain high service standards, compliance, and operational efficiency, while implementing and updating Health & Safety protocols and Standard Operating Procedures.
  • Lead and Develop Staff: Ensure all staff receive appropriate induction and training, supporting continuous development through coaching and skills-building to deliver a modern, customer-focused waste service.
  • Drive People Management: Take a proactive approach to performance, conduct, absence, and welfare management in collaboration with HR, including team meetings, 1:1s, PDRs, and supervisory support.
  • Monitor Budgets and Data: Manage financial and operational data reporting, oversee budgets, authorise agency and overtime hours, and ensure compliance with financial regulations and procurement standards.
  • Optimise Routes and Build Relationships: Implement and maintain route optimisation, ensure fair workload distribution, and develop strong working relationships across the service, including with Trade Unions and cross-functional teams to support continuous service improvement.
