Head of Workforce Solutions at Opus People Solutions

Team Leader – Professional & Technical (Recruitment – MSP Model)

Hybrid | 2 days office-based (flexible UK location) + 3 days remote

Full-time | 37 hours per week

Salary: Competitive + Bonus

Are you a people-focused recruiter with leadership experience, a strategic mindset and a passion for improving public services? Ready to lead a complex vertical focused on technical and hard to fill roles in the public sector? This could be the role for you.

At Opus People Solutions , we provide ethical, high performing recruitment services to over 25 local authorities through a Managed Service Provider (MSP) model. We help public sector organisations plan their workforce, overcome talent challenges, and deliver vital services to communities.

We’re looking for a proactive and confident Team Leader to head up our Professional & Technical vertical – covering key roles from building control and IT architecture to environmental services and more. This team plays a critical role in shaping how public services deliver specialist expertise. This area demands strategic thinking, building trusted relationships with senior stakeholders and a good understanding of workforce needs.

What you’ll be doing:

  • Leading and coaching a team of recruitment consultants focused on professional & technical roles across local government
  • Taking a hands on approach to client workforce planning – understanding future needs and helping clients stay one step ahead
  • Building trusted partnerships with hiring managers, senior clients and key decision makers (up to Chief Executive level)
  • Taking a strategic view of client workforce planning and anticipating future demand
  • Encouraging consultative, proactive recruitment conversations
  • Managing fulfilment through a blend of direct sourcing and trusted third-party suppliers
  • Supporting team development, measuring performance, and driving continuous improvement
  • Acting as a subject matter expert, representing the vertical internally and externally
  • Collaborating across multiple Opus locations (including occasional travel to Walsall and other hubs)
  • Representing the team in client meetings, workforce planning sessions, and supplier reviews

You’ll thrive in this role if you:

  • Are experienced in recruitment (agency or in-house), ideally with a public sector or technical focus
  • Are experienced in leading people or ready to step up from a senior recruiter role
  • Are confident working with senior stakeholders and managing complex client needs
  • Bring commercial awareness, clear communication, and strong prioritisation skills
  • Are passionate about supporting local authorities and solving workforce challenges
  • Understand the value of workforce planning and enjoy helping clients think ahead
  • Want to shape and grow a key business area as part of a supportive, forward thinking team

Why Opus?

  • Clear progression and leadership development pathways
  • Hybrid working: 2 days in office, 3 from home
  • Competitive salary and bonus structure (individual and team-based)
  • Flexible and supportive working culture
  • A purpose-led business where your work makes a difference in local communities
  • Regular team connection days and support from a wider leadership network

This is more than a billing role. It’s about leading a team, driving meaningful change, and helping public services plan for the future.

Maybe instead of the above (as billing not mentioned and not a billing role); You’ll own and grow a key area of the business, influence client strategy, and support your team to deliver high quality outcomes.
