Our client is a well-established construction, property development and specialist engineering solutions provider. Currently, they are seeking an HR Manager to be part of the team.
JOB DIMENSION (SCOPE)
- Strategic & Operational HR
- Manage the full spectrum of HR activities including recruitment, payroll, performance management, and employee relations.
- Partner with management and operations teams to support workforce planning for plants, sites, and projects.
- Develop, implement, and review HR policies and procedures aligned with business needs.
- Recruitment & Manpower Planning
- Lead end-to-end recruitment for technical, operations, and support roles.
- Understand manpower requirements specific to waste water treatment plants, infrastructure, environmental operations, and site-based teams.
- Liaise with recruitment agencies and external stakeholders when required.
- Statutory Compliance & Work Passes
- Ensure compliance with Singapore MOM regulations, Employment Act, and company policies.
- Manage work pass matters (WP, S Pass, EP), renewals, and cancellations.
- Support audits and inspections related to HR and manpower compliance.
- Employee Relations & Engagement
- Handle employee grievances, disciplinary matters, and performance issues.
- Support employee engagement, retention, and welfare initiatives.
- Payroll & HR Administration
- Oversee payroll processing, leave management, and HR documentation.
- Maintain accurate HR records and reporting.
JOB REQUIREMENTS
- Degree in Human Resource Management, Business Administration, or related field.
- 8–12 years of HR experience, with managerial experience preferred.
- Prior experience in infrastructure, waste water treatment, utilities, environmental, plant operations, building construction, or industrial sectors is highly advantageous.
- Strong knowledge of Singapore employment laws and MOM regulations.
- Experience managing blue-collar, technical, and site-based workforce.
- Good leadership, communication, and problem-solving skills.
