The Quantity Surveyor will provide expert commercial and cost management support for planned investment and maintenance projects within the Assets and Sustainability team. Acting as the sole Quantity Surveyor and reporting to the Planned Investment Manager, the role will oversee procurement, tendering, and contract administration, ensuring compliance with JCT and NEC standards. The postholder will prepare accurate budgets and forecasts, monitor financial performance, oversee the variation process, and deliver value-for-money outcomes while maintaining health and safety compliance. Strong analytical, negotiation, and communication skills are essential, along with a commitment to mentoring an apprentice and supporting strategic objectives.

Main Responsibilities:
- Act as team’s sole Quantity Surveyor, providing commercial expertise and cost management for capital works and planned maintenance projects.
- Support the Planned Investment Manager in delivering projects on time, within budget, and to required quality standards.
- Manage procurement activities, including preparing tender documentation, evaluating bids, and recommending contract awards in line with organisational policies.
- Monitor and report on financial performance, including expenditure forecasts, cash flow projections, variations and key performance indicators.
- Ensure effective contract administration, verifying compliance with contractual obligations and achieving value for money.
- Prepare accurate cost estimates, budgets, and financial profiles for planned investment projects.
- Conduct regular reviews with contractors to assess financial and operational performance.
- Provide commercial advice and support to the Planned Investment Manager and wider team members where necessary.
Skills, Competence, Experience Required:
- Degree-level qualification (or equivalent) in Quantity Surveying or a related discipline.
- Proven experience (minimum 3 years) in managing financial information for capital works and planned maintenance programmes.
- In-depth understanding of procurement processes and contract administration, including JCT and NEC forms of contract.
- Demonstrated ability to develop and implement cost management processes from project inception to completion.
- Practical experience within the social housing sector, with knowledge of regulatory and compliance requirements.
- Strong analytical and problem-solving skills, with the ability to interpret complex financial data.
- Excellent negotiation and communication skills, capable of building effective relationships with contractors and stakeholders.
- Proficiency in producing detailed reports and presenting financial and operational information clearly.
- Competent in using IT systems and software for cost analysis, forecasting, and project management.
- Ability to work under pressure, make sound decisions, and meet challenging deadlines.
- Commitment to mentoring and supporting the development of an apprentice.
