Job Summary
To develop major projects and workstreams from inception to construction phase. Engaging with specialist surveyors, consultants and architects to produce high quality and comprehensive packages of work for tender and delivery. The role will be expected to challenge specialists in their own area of expertise. Occasional delivery of Capital projects through to practical completion. Lead the development and delivery of effective housing retrofit programmes of work for homes, aligning these with major works programmes, utilising both external grants and existing internal funding streams to maximise energy performance improvements and reduce tenant fuel poverty. Line management of officers when Retrofit Projects becomes live and investment requirements increase.

Main Responsibilities
- To ensure that the client’s obligations are fulfilled under current CDM regulations, including the production of pre-construction information, F10 notifications, and assessing construction phase plans and health and safety files.
- Produce Pre Construction packages including specifications, designs and BOQ’s in order to enable works schemes to be procured efficiently and in accordance with determined contractual terms and conditions.
- Ensuring that asset and works viability is considered through.
- Lead on Ongo’s Property retrofit roadmap to EPC band C and Carbon net zero.
- Undertaking feasibility studies, scrutinising assessments and designs, working as part of a team writing funding bids, delivering internal and externally funded programmes of work, and delivering complex scopes of work to decarbonize the property portfolio.
- To contribute to the development and delivery of Ongo’s Net Zero Steering Group and its ambitions towards 2030 and 2050, ensuring carbon reduction is embedded in all planned maintenance and improvement programmes.
- Undertake analysis of energy performance data to assist planning and targeting of planned works programmes and ensure stock condition information is updated accordingly following works that impact energy performance.
- Will frequently find and broker solutions to problems that arise from the design and construction of complex housing energy efficiency solutions, including resolving design and financial issues and delays to ensure the project is delivered on time and budget.
- This will require innovative thinking and the ability to manage project teams to solve issues that could effectively result in the failure of the project.
- To ensure that the highest standards of quality, materials and workmanship and accuracy of the works are maintained.
- Supervising and ensuring sampling of materials for testing is undertaken in accordance with relevant standards, codes of practice and contract terms.
- Procuring contractors through relevant tender processes, from producing a tender package to assessing submissions and appointment of contractors.
- Lead officers under the leadership of the role, ensuring all work is delivered in line with policies, procedures and relevant legislation.
- Deal with all complaints both formal and informal ensuring complainants are visited, and written responses are provided within timescales commensurate with the company’s complaints policy.
- Produce reports on projects and planned work for Board, Asset Management Group and senior management.
- Deputise for Property Investment Manager, Sustainability Manager or Head of Assets and Sustainability at meetings in their absence.
- The post holder will be expected to be aware of safeguarding vulnerable adults and children and report any concerns via Ongo’s Safeguarding policies and procedures.
Skills, Competence, Experience Required
- Retrofit Coordinator Qualification - Essential
- Level 5 qualification in construction or energy retrofit related subject - Essential
- A Health and Safety Qualification (either IOSH or SMSTS) - Essential
- Project Management qualification - Desirable
- Able to demonstrate at least 2 years of experience delivering successful externally funded Energy Retrofit projects - Essential
- Able to demonstrate at least 2 years of developing major projects in excess of £2m from preconstruction to practical completion - Essential
- Willingness to work towards membership to CIOB - Desirable
- Line management experience - Essential
- Working knowledge relating to legislation/regulation appropriate to construction, contract law, tendering and procurement disciplines - Essential
- Technical expertise sufficient to understand complex issues in construction, engineering and maintenance in the delivery of projects - Essential
- Experience of managing and monitoring budgets, implementing action plans to address adverse variances - Essential
- Possess a high level of ability to communicate clearly to a wide range of stakeholders including senior officers, customers, contractor management, contract staff, local authority officials, by means of letter, written reports, and telephone and in person with customers and stakeholders - Essential
