Information About the Organisation: In 2002 a government decision was reached to redevelop the St. Brendan’s Hospital site, Grangegorman. This was followed in 2005 with the Grangegorman Development Agency Act - (GDA Act) which made provision for the development of the Grangegorman site as an Open Urban Quarter including education, health, and community facilities. The Agency was subsequently established in 2006.
Job Summary: The Chief Executive Officer will have overall responsibility to the Agency for the effective management of the organisation and the successful delivery of the Grangegorman Development Strategy. The position requires strong strategic leadership and the capacity to drive key initiatives that realise long term public benefit. This includes implementing policy, ensuring compliance with statutory and regulatory obligations, overseeing financial management, reporting and transparency; providing risk and audit oversight and ensuring value for money in the use of public funds. The successful candidate will bring senior level experience from the public or private sector and will have the ability to develop and sustain productive working relationships with a wide range of stakeholders, operating with authority and credibility in a complex and public arena.
Main Duties of the Job:
- Vision, Strategy and Statutory Leadership - Formulating the vision and strategic direction for the Agency’s statutory remit in respect of Grangegorman Development Agency Act 2005. Leading on the Implementation of the GDA’s 5-Year Strategy Statement (2026–2030), the 2011 Strategic Plan’s Project aims and objectives and the Masterplan Vision for the Grangegorman Urban Quarter. Lead the continued delivery of the Agency’s core objectives in relation to the Grangegorman Urban Quarter, while strategically positioning the organisation to respond to and operationalise an expanded remit.
- Governance, Accountability and Compliance - Acting as the accountable person, ensuring that the appropriate levels of accountability and governance are maintained both internally and externally. Leading and managing the implementation of the Agency’s policies and decisions and reporting regularly to the Agency on all relevant matters. Ensuring compliance with Government policies and the Transforming Public Services Agenda in so far as they relate to the Agency and effectively managing and implementing any change agenda that arises. Establish and oversee the effective operation of a performance management framework, with clear, measurable goals, outputs and outcomes, and regularly review organisational performance against the Agency’s statutory remit.
- Stakeholder Engagement, Collaboration and Representation - Representing the Agency in negotiations with Government, and the relevant stakeholders. Consulting effectively and fostering positive relationships with key stakeholders including carrying out specific consultation requirements as per the GDA Act of 2005. Supporting a culture of collaboration across the statutory and non-statutory sectors to deliver on developing Grangegorman into a modern city quarter combining health, education, mixed use development and community facilities.
- Strategic Planning, Infrastructure and Estate Management - Building an infrastructure to deliver the Strategic Plan as required under Section 12 of the Grangegorman Development Agency Act 2005. Oversee the development and implementation of a long-term Estate Management model for the Grangegorman Urban Quarter, including governance, funding, and operational arrangements across all stakeholders. Leading the development and delivery of integrated strategic, financial, capital and organisational plans, supported by robust risk management and performance frameworks. Ensure that all construction is fully deliverable by establishing clear procurement mechanisms and coherent planning strategies to support the efficient delivery of projects.
- Organisational Leadership, People and Culture - Lead and support the management team in workforce development and performance management, strengthening organisational capability and capacity to deliver the Agency’s statutory remit. Lead and support managers and staff to innovate and work collaboratively, while embedding a culture of accountability, continuous improvement and high-performance delivery across the Agency.
