Strategic Lead – Traffic & Transportation Rate: £27.80 per hour Hours: 37 per week Working Arrangement: Hybrid (Office attendance encouraged to embed within the team) Overview Our client is seeking a dynamic and experienced Strategic Lead for Traffic & Transportation to play a vital role in driving innovation, shaping strategy, and unlocking funding opportunities. You’ll lead delivery across traffic, transport, and road safety services—building strong partnerships and aligning with strategic goals such as sustainability and net-zero. Reporting to the Head of Highways and Transport, you’ll work closely with the Greater Lincolnshire Mayoral Combined Authority and key stakeholders to deliver the Local Highway Plan and wider council ambitions. Key Responsibilities Leading a multi-disciplinary team to deliver street works, traffic management, road safety, and transport services. Champion a safety-first culture across all operations. Provide visible leadership and a community-first approach, improving satisfaction among members and residents. Tackle complex traffic and transport challenges, offering expert guidance on workable, budget-conscious, and legally compliant solutions. Shape and deliver local priorities through strategic commissioning, ensuring value for money and contract compliance. Develop and maintain strong working relationships with stakeholders across sectors to drive shared outcomes. Maximise opportunities with persuasive business cases, achieving efficiency and cost savings. Lead on sustainable transport and net-zero strategies, developing innovative responses to future challenges. Monitor national policy and funding streams, securing investment through proactive horizon scanning and influence. Essential Skills & Experience Strong background working within a local transport authority or similar, with deep knowledge of transport governance, policy, and regulation. Proven strategic leadership, including managing and inspiring high-performing teams. Experience developing and delivering net-zero and decarbonisation strategies. Demonstrated ability to create and implement transport strategies aligned with growth and sustainability. In-depth understanding of traffic and transport legislation, policy, and best practice. Strong relationship management expertise with experience negotiating with partners, communities, and elected officials. Skilled at aligning transport strategies with land use and economic development objectives. Confident communicator, influencer, and problem-solver with excellent project and team management skills. Qualifications Level 6 qualification (or equivalent experience) in a relevant technical subject. Management qualification or extensive leadership experience. Membership of a relevant professional body (IHE, ICE, IHT, etc.).
