The Tendering Engineer is responsible for the complete project pricing and tender preparation for Balance of Plant and/or turnkey construction models—including design, procurement, installation, and commissioning—primarily for new electricity substations and renewable power plants (Wind, Solar, Battery Storage, and Hydrogen). The role may also involve refurbishment of existing NIE and ESB substations.
Travel across the island of Ireland will be required as necessary.
Key Responsibilities
Prepare and deliver project pricing and tender submissions for substations and renewable energy installations.
Collaborate with Renewables NI and ROI Substation Project Managers to agree on manpower resource requirements.
Work with the Procurement Manager to secure competitive pricing for materials.
Interpret client documentation to determine deliverables and target pricing.
Collate supplier quotations and ensure compliance with internal governance procedures.
Perform detailed analysis of tender documentation and identify risks.
Prepare comprehensive Bills of Quantities (BoQ) using the HQ304 Estimating Software Package.
Identify and issue Request for Quotations (RFQs), including specifications, preliminary elements, and drawings.
Monitor RFQ process and manage quotation return deadlines.
Review and analyze RFQ returns and select appropriate suppliers/subcontractors.
Conduct site visits, take photographs, and record necessary information for inclusion in tender pricing.
Develop construction period estimates and prelim costs in consultation with Business Unit Managers and Project Managers.
Compile and present final tender build-ups for internal adjudication.
Revise tenders based on review feedback and ensure timely submission.
Conduct detailed project handovers to the Project Delivery Team.
Participate in Pre-Tender and Post-Tender Meetings with clients, presenting proposals and value engineering suggestions.

Person Specification
Qualifications and Experience:
Minimum 3 years\’ experience in an Estimating role within the electrical industry, preferably in High Voltage or Transmission & Distribution sectors.
Strong understanding of supplier quotations, pricing structures, and commercial terms.
Proficient in Microsoft Excel for pricing and cost breakdowns.
Proven ability to manage multiple stakeholders and confidently present to senior leadership.
Experience working with multi-departmental teams across business units.
Familiarity with NEC3/4 contract terms is desirable.
