The jobholder will work within Omexom's Major Project South Business Unit reporting to the South Shields Senior Project Manager / BUGM and functionally to England's Regional Commercial Manager. Project specific work will involve working directly with Project Managers, Site Managers and Project Site teams to help in the delivery of South Shields Project. The jobholder will also be required to interface with other aspects of the Omexom business including Planning, Finance and Engineering. The role will be a twelve month fixed term position potentially leading to a permanent position to suit the needs of the Business Unit.
Responsibilities & Duties
- Attendance on site with the site project team mandatory
- Participate in creating a safe working environment.
- Develop and maintain relationships with clients, subcontractors and key stakeholders.
- Produce subcontract documentation including negotiation of scope, terms and conditions, prices and programme.
- Management of subcontract works packages including interim assessments of the amount due and subsequent change management adhering to payment terms.
- Produce and issue all commercial notices, to both the client and subcontractors, as required by the form of contract.
- Manage change in a timely manner in accordance with the form of contract, including the production and submission of Compensation Event Quotations.
- Produce, submit, and agree monthly applications, to the client, in accordance with the form of contract.
- Liaise with operational and engineering staff to ensure site records are kept to the standard required.
- Produce detailed monthly reports and Cost Value Reconciliations (CVR) and cash flow forecasts as required by the business unit or project.
- Produce and maintain a detailed 'Cost Plan', tracking and forecasting expenditure, including detailed schedules of Subcontractor 'liabilities'
- Support the Project Managers and others to identify, quantify and mitigate risks to cost and value.
- Attend progress and risk reduction meetings with the client and subcontractors.
- Support the project team in the preparation of initial project budgets and thereafter maintaining them on a regular basis through the life cycle of the project.
- Preparation of valuation claims based on the payment terms set up by the client.
- Maintain labour resource scheduling in conjunction with the Project Managers.
- Input into the preparation of all final account documentation prior to project team review.
- Efficient use of the company IT systems for document control between Omexom, Client, Designers and sub-contractors.
- Attendance at meetings as required.

Qualifications and experience
Essential
- Minimum 2:1 BSc (HONS) Degree in Quantity Surveying or other relevant course
- Familiarity with NEC forms of contract and knowledge and understanding of Construction Law
- Strong appreciation/training of NEC forms of contract.
- 3+ years experience of commercial management and procurement of subcontractors, including chairing regular meetings, measurement and control cycle, certificates and accruals calculations
- Ability to demonstrate a good knowledge of monthly reporting and earned value analysis
- Knowledge and experience in estimation and cost analysis
- Excellent written and verbal communication, numeric and computer literacy skills, proficient in Microsoft Office
- Excellent organisation and time management skills, with the ability to work to tight deadlines
- Ability to work effectively in a team and delegate, but also able to work on own initiative
Desirable
- Masters in Quantity Surveyor / Commercial Management or other relevant Post Graduate Course
- 2+ years' experience working on energy sector projects (substations or OHL)
- RICS or CICES Chartered Member Status
- Previous experience of the construction industry
- HV Electrical Contractor or Civil Contractor Experience
- CSCS card
