The Project Engineer will play a key role within Omexom's TOHL Scotland business unit, supporting the delivery of transmission overhead line (OHL) projects for SSEN Transmission across Scotland. Working closely with the Project Manager and site delivery teams, the postholder will be responsible for the day-to-day technical and operational coordination of OHL new build, refurbishment, and maintenance schemes, spanning access, foundations, steelwork, and stringing activities. This is a site-based role requiring regular travel across Scotland, including to remote and upland locations. The Project Engineer will be expected to take a proactive, hands-on approach to programme and resource management, technical problem-solving, and client interface, whilst maintaining Omexom's standards for safety, quality, and commercial performance throughout the project lifecycle.
Responsibilities & Duties
- Technical Delivery & Site Management
- Oversee and coordinate site construction activities across all OHL work packages β including access track construction, foundation installation, steelwork erection, conductor stringing, and associated civil works β ensuring works are delivered safely, on programme, and to the required quality standard.
- Act as the primary technical reference on site, providing engineering support and guidance to site supervisors, gangs, and subcontractors to resolve construction issues and maintain delivery momentum.
- Review and interpret engineering drawings, specifications, and design documentation issued by Omexom's design engineers, identifying conflicts or constructability issues and facilitating resolution with the design team in a timely manner.
- Coordinate the inspection, acceptance, and handover of completed works in accordance with Omexom and SSEN Transmission quality requirements.
- Monitor and enforce compliance with all relevant technical standards, including those specified under SSEN Transmission's project-specific technical schedules and Omexom's Engineering Management Plan.
- Programme, Resource & Logistics Management
- Assist the Project Manager in developing and maintaining the project programme, including short-term look-ahead schedules, resource histograms, and activity-level sequencing plans.
- Coordinate site resources β labour, plant, materials, and equipment β across multiple concurrent work fronts, ensuring the right resources are mobilised to the right location at the right time.
- Manage the procurement and logistics of materials and equipment in conjunction with the supply chain team, tracking deliveries and managing site storage to minimise programme risk.
- Identify programme risks and constraints β including weather, access, outage windows, and third-party dependencies β and escalate to the Project Manager with proposed mitigation actions.
- Support outage and switching coordination with SSEN Transmission's network operations team, ensuring all planned access windows are fully utilised and safety documentation is in place.
- Health, Safety, Environment & Quality
- Assist with the implementation and monitoring of site Health, Safety and Environmental (HSE) procedures, ensuring compliance with Omexom's SHEQ Management System, statutory legislation, and CDM Regulations 2015 at all times.
- Review and contribute to the preparation of Risk Assessments and Method Statements (RAMS), ensuring they accurately reflect site conditions and are communicated and understood by all operatives prior to works commencing.
- Conduct routine site safety inspections and observations, recording findings and driving prompt close-out of any identified actions.
- Support the investigation and close-out of any safety incidents, near misses, or environmental non-conformances, contributing to lessons-learnt communications.
- Ensure that all site quality records β including inspection and test plans (ITPs), material conformance certificates, and as-built documentation β are maintained accurately and submitted to the client in accordance with the agreed quality management plan.
- Commercial Awareness & Reporting
- Work closely with the Project Manager and commercial team to monitor project costs against budget, flagging variances and supporting the identification of commercial opportunities and risks.
- Assist in the preparation of monthly project progress reports, including programme status, resource utilisation, cost performance, and look-ahead narratives, for submission to the Business Unit General Manager and SSEN Transmission.
- Support the identification, notification, and substantiation of compensation events and change orders under the NEC contract, ensuring appropriate records are maintained to evidence entitlement.
- Contribute to the tendering process as required, including reviewing scope documents, developing method statements, and supporting the production of programme and resource submissions for bid returns.
- Client & Stakeholder Interface
- Attend and contribute to regular site progress meetings, design coordination meetings, and client review sessions with SSEN Transmission, presenting updates on progress, quality, and upcoming activities.
- Maintain a professional and collaborative working relationship with all SSEN Transmission personnel β including project managers, engineers, network operations, and environmental representatives β to ensure effective co-operation throughout the project.
- Liaise with landowners, local authorities, utility companies, and other third parties as required to facilitate site access and resolve any interface issues affecting construction progress.
- Represent Omexom professionally at all times in client-facing and external stakeholder situations, upholding the values and reputation of the business.

Person Specification
Qualifications and experience
Essential
- Degree-level qualification (or HND/HNC equivalent) in Electrical Engineering, Civil Engineering, Construction Management, or a related discipline.
- Proven site-based experience on OHL projects β either as a Site Engineer, Site Supervisor, or Senior Linesman β with a sound understanding of OHL construction methods and sequencing across access, foundations, steelwork, and stringing activities.
- Working knowledge of Health & Safety legislation applicable to OHL construction, including CDM Regulations 2015, Electricity at Work Regulations 1989, and the Electricity Safety, Quality and Continuity Regulations 2002.
- Familiarity with NEC3 or NEC4 contract frameworks, including programme management, compensation event administration, and cost reporting obligations.
- Demonstrable ability to read and interpret engineering drawings, specification documents, and technical schedules.
- Strong organisational and planning skills; ability to coordinate multiple work fronts simultaneously in a dynamic, remote site environment.
- Proficient in Microsoft Office (Word, Excel, Project or equivalent) for reporting, programme management, and correspondence.
- Full UK driving license and willingness to travel extensively across Scotland, including to remote and upland locations.
Desirable
- Direct experience on SSEN Transmission OHL projects, or familiarity with SSEN Transmission's construction standards, technical schedules, and project delivery framework.
- Experience working on 132kV or 400kV transmission OHL schemes, including stringing operations, conductor sagging, and insulator/hardware installation.
- Knowledge of temporary works design and management, including access track construction, crane pads, and foundation excavations in challenging upland terrain.
- Formal SHEQ qualifications such as IOSH Managing Safely, NEBOSH General Certificate, or equivalent.
- Experience using project management software (e.g. Primavera P6, MS Project) and construction management platforms.
- Understanding of Scottish environmental legislation and site environmental management requirements relevant to upland OHL construction.
