Business Unit: Transmission Overhead Lines (OHL) – Scotland

Reports To: Commercial Manager / Senior Quantity Surveyor

Location: Scotland (travel to project sites as required)

Contract Type: Permanent / Full-time

Role Purpose

To provide commercial and contractual support across all stages of OHL projects, ensuring robust cost management, accurate forecasting, and effective administration of NEC contracts. The Quantity Surveyor plays a key role in protecting the commercial interests of the Business Unit and supporting project delivery teams to achieve financial targets safely, efficiently, and in compliance with governance requirements.

Key Responsibilities

  • Commercial Management
    • Manage and control project costs from tender through to final account.
    • Prepare, submit, and agree interim valuations, applications for payment, and final accounts.
    • Assess subcontractor applications, variations, and payments in line with contractual terms.
    • Maintain accurate cost reports on a monthly basis (EVs).
    • Support the preparation and agreement of compensation events and early warnings under NEC contracts.
    • Identify and manage commercial risks and opportunities across projects.
  • Contract Administration
    • Administer NEC3/NEC4 contracts (Options A, C, and E) in accordance with company and client procedures.
    • Support the preparation and submission of quotations, compensation events, and associated documentation.
    • Ensure timely and compliant issue of EWN’s, CEN’s and records to support entitlement.
    • Liaise closely with Project Managers and Planners to align commercial and programme data.
  • Cost Control & Reporting
    • Assist in developing and maintaining project cost forecasts, cashflows, and accruals.
    • Provide accurate commercial data and commentary for monthly project and BU governance reviews.
    • Monitor labour, plant, and material costs against budget and forecast trends.
    • Support internal audits and compliance with group financial procedures.
  • Procurement & Supply Chain
    • Prepare and issue tender enquiries to subcontractors and suppliers.
    • Evaluate quotations, negotiate terms, and prepare subcontract orders.
    • Manage subcontract performance and commercial relationships throughout the project lifecycle.
  • Collaboration & Governance
    • Work closely with operational, planning, design, and SHEQ teams to ensure commercial alignment.
    • Promote compliance with company values, ethics, and governance standards.
    • Contribute to continual improvement initiatives and lessons learned reviews.

Skills and Experience Required

Essential

  • Proven experience as a Quantity Surveyor within the Power Transmission, Utilities, or Civil Engineering sectors.
  • Good understanding of NEC3/NEC4 contract forms, particularly Options A and C.
  • Strong commercial acumen and analytical skills.
  • Competent in cost forecasting, CVR reporting, and change management.
  • Excellent communication and negotiation skills.
  • Proficient in Microsoft Excel and cost management software.
  • Full UK driving licence.

Desirable

  • Experience working on Overhead Line (OHL) or other linear infrastructure projects (132–400 kV).
  • Knowledge of CDM Regulations and project delivery processes.
  • Degree or HNC/HND in Quantity Surveying, Commercial Management, or related field.
  • Professional membership (RICS, CICES, or similar) or working towards accreditation.
