The Deputy Commissioning Manager shall be responsible to ensure the Contractor executes their work-scope in a safe, efficient and timely manner and that the completed FPSO meets all applicable laws, rules, guidelines and agreements with the Client as per the Contract. With special focus at the critical System commissioning and hand over to Operation.

Through commissioning supervision team, the Deputy Commissioning Manager shall be responsible for the review and supervision of all commissioning activities in both the Contractor's facilities as well as in any shipyards or facilities where project work is subcontracted. The Deputy Commissioning Manager, in tight coordination and alignment with Commissioning Manager and Execution Manager, is responsible for day by day activity regarding critical subsystem commissioning and hand over to Operations.

Ensure that relevant activities within the discipline are within the company framework and in conformance with contract requirements, and relevant laws and regulations. Advise on fostering, encouraging and supporting an HSSE & Q awareness and culture applicable to commissioning which is accessible to all, compatible with the working environment and cultural sensitivities of the workforce and Company policies.

Ensure commissioning activity plans are produced in accordance with the Contract strategy for the engineering, procurement of systems. Ensure the standard of workmanship and quality output of Contractor(s) is in accordance with (or better than) that mandated by Contract and/or prevailing rules and regulations the FPSO is being constructed to and further to ensure that all specification requirements are met (or exceeded) with no adverse impact on project budget.

Establish, manage, and maintain a strong, coherent, and competent team of personnel with relevant background, experience, and qualifications to supervise the entire scope of work from review of engineering documentation received for mechanical completion, through commissioning and hand over to Operation. For the entire scope of work ensure review of engineering documentation received for commissioning.

Provide input and guidance to Contractor(s) to ensure adherence with agreed commissioning schedule, production sequences, controls, and handover. Establish the Company commissioning management system, tools, and plans. Review QC and inspection and attending testing as required. Ensure that quality control, inspection plans and project schedule are considered and ensure necessary steps and actions with regards to risk management, mitigation against any deviation in project requirements are included.

Review Contractor plans for Mechanical Completion, Documentation, and other relevant aspects as required for hand over as per agreed acceptance criteria. Review and follow-up on all mechanical completion and commissioning punch items in close cooperation with the construction team to facilitate the efficient preparation for commissioning. Ensure Contractor delivers commissioning records in accordance with Contract requirements.

Provide close support and assistance to engineering, project control, and operations providing technical input and support required to ensure satisfactory outcome in their activities. Ensure Contractor deliverables follow all regulatory and Contract requirements. Stipulate required corrective actions to ensure that Contractor will correct and remedy any failure of design or gap with the Contract requirement.

Provide support in interpretation of Contract technical requirements and to provide/suggest resolution to any technical dispute. Provide strong and robust support to Project Director to ensure delivery of the project in accordance with agreed Project Execution Plan. Participate as a member of the Project Management Team to jointly achieve project objectives.

Liaise closely with the Project Team and ensure an efficient and effective information flow. Maintain professional, productive, and cooperative relationships with personnel/management and both Contractor(s) management and the Client. Document and provide suggestions for lessons learned and improvement to be made on future projects.

Support the Project Director in establishing the Project Organization and the Project Execution Plan. Provide necessary input to status reporting. Ensure good cooperation, communication and alignment between the base organization and the project. Other duties as required by the Commissioning Manager or Execution Manager.

Qualifications:

  • Engineering degree or equivalent.
  • Demonstrate an in-depth understanding of FPSO mechanical completion and commissioning - particularly those projects involving the re-deployment, modification and/or life extension of existing FPSO and understand the complications and risks associated with such a strategy as opposed to new construction together with a broad understanding of FPSO processes, process plant and marine systems.
  • Minimum 15 years' experience in commissioning of major FPSO projects.
  • Strong leadership, management and interpersonal skills applied to a multi-disciplined project team.
  • Proactive approach with the ability to build relationships with Client, Contractor and PDE Teams and ability to provide solutions to problems and issues faced.
  • Contract and contractor management experience and acumen.
  • Knowledge and experience with UK regulations and international standards.
  • Good understanding of risk management, processes, and procedures.
  • Commercial acumen and project controls experience an advantage.
  • Excellent English, verbal, and written communication skills, including report writing and presentations, diplomacy, and assertiveness.
  • An organized, systematic approach; self-starter/proactive; able to multi-task and still meet deadlines.
  • Flexibility. Ability to independently prioritize tasks. Decision maker. Problem solving skills.
  • Updated in common computer applications.
