Job Overview

Our Commissioning and Market Management Service is made up of two teams – commissioning and quality and care provisioning. These service areas provide focus on strategic commissioning activity, with a robust work programme and priorities in place, and then on the oversight of the commissioned market as well as care provisioning (brokerage) services. Each led by a Head of Service, the teams will have responsibility for ensuring that residents of Oldham with care and support needs can have confidence in the local care sector to deliver services of choice, that are of good quality and sustainable, and able to provide support in a strength based, preventative way. Responsibilities

The post holder will be responsible for the management of key commissioning priorities ensuring the effective delivery of strategic commissioning programmes, which involves data and insight and analysis of, producing project briefs, all to ensure that Care Act duties are fulfilled. You will be responsible for ensuring that coproduction is embedded in all strategic commissioning activity which incorporates effective community engagement so that adult social care commissioning strategies and commissioned services are directly shaped by and deliver the social care, health, learning and wellbeing needs of individuals and of local communities.

Qualifications

  • A degree or equivalent professional qualification, or evidence of continued personal development linked to commissioning in health and/or social care services
  • Recent and proven experience of leading on key commissioning priorities covering all aspects of the commissioning cycle, including from initial concept, the procurement process, the implementation of the contract including ongoing monitoring.
  • A proven track record of successful leadership within an organisation of comparable scope and complexity with a developed understanding of the issues facing health and adult social care.
  • A proven record of success in communicating and engaging with a wide range of internal and external bodies, building partnerships and productive working relationships.
