We are seeking an experienced Health, Safety and Compliance Manager to lead property compliance and health and safety activities across a diverse property portfolio. The role will ensure legal, statutory and regulatory compliance across areas including gas, electrical, fire safety, asbestos, water hygiene, lifting equipment and building safety. You will lead compliance programmes, manage contractors and budgets, monitor performance and provide expert advice to senior stakeholders.
Key Responsibilities
- Leadership & Management
- Lead and develop the compliance team, providing clear direction and support.
- Drive continuous improvement and implement changes to health, safety and compliance processes.
- Provide expert advice and support to managers and stakeholders across the organisation.
- Promote effective cross-functional working and a positive health and safety culture.
- Property Compliance
- Ensure policies, processes and compliance activities remain aligned with current legislation and best practice.
- Oversee building safety and maintain accurate compliance and safety information.
- Manage servicing, inspection and compliance programmes covering: Gas safety, Electrical safety, Fire risk assessments, Asbestos management, Water hygiene, Lifting equipment, Other statutory property compliance requirements.
- Manage contractor procurement, mobilisation, performance and contract delivery.
- Maintain accurate compliance records, digital systems and audit trails.
- Ensure damp, mould and condensation processes comply with relevant legislation and regulatory requirements.
- Performance & Compliance
- Monitor and report on KPIs, compliance performance, incidents, accidents and near misses.
- Identify areas of non-compliance and ensure appropriate remedial actions are implemented.
- Lead contractor performance reviews, service-level monitoring and contract management meetings.
- Manage customer complaints relating to health, safety and compliance and use lessons learned to improve services.
- Produce accurate management information and performance reports.
- Financial & Contract Management
- Manage budgets relating to health, safety and property compliance.
- Monitor expenditure and identify opportunities for cost savings and value for money.
- Authorise works and review contractor payment applications in line with agreed procedures.
- Ensure effective use of resources across the compliance function.
- Governance & Risk
- Ensure compliance with relevant legislation, regulation and industry guidance.
- Identify, assess and manage risks across property compliance activities.
- Maintain and develop policies, procedures and management systems in line with best practice.
Essential Experience & Qualifications
- A recognised health and safety qualification or equivalent relevant experience.
- Experience working within a regulated or compliance-led environment.
- Strong knowledge of property compliance legislation and best practice.
- Experience managing property compliance servicing and inspection programmes.
- Experience managing organisational health and safety.
- Experience producing and analysing KPI and compliance performance data.
- Experience developing and implementing policies, systems and strategies.
- Experience providing expert advice to senior stakeholders.
- Previous people management and leadership experience.
- Strong communication, influencing and stakeholder management skills.
- Excellent organisational and time-management skills.
- Strong IT skills, including Microsoft 365 and Excel.
Desirable
- NEBOSH General Certificate, IOSH Level 3 Certificate or equivalent.
- Management qualification.
- Experience within social housing, property services or a similar environment.
- Experience managing landlord compliance responsibilities.
