Ofgem is looking for a Senior Policy Manager to help shape how gas supply is maintained today, while supporting the transition to Net Zero in the years ahead. We’re offering a full‑time, permanent opportunity to work in a highly topical and nationally significant area of work where there is real impact for consumers.

Operating at the centre of one of Ofgem’s most high‑profile policy challenges, you’ll contribute to work that spans security of supply, wholesale markets and system operation, helping inform decisions that affect households, businesses and communities across Great Britain. Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. We work in a hybrid way, with colleagues spending around 20% of their time in the office, equating to one day per week.

Person Specification

  • Demonstrable expert knowledge and/or experience in GB, European and global energy system markets and dynamics, preferred in the areas of pipeline gas and LNG, and gas storage.
  • Proven experience and strong skills in identifying and collating views, perspectives and diverse needs of stakeholders to gain a deep understanding of the issues and develop and prioritise strategies and solutions to overcome complex problems.
  • Experience of designing and articulating wider strategic priorities and communicating effectively with senior leaders from several organisations (e.g. Government Departments, NESO, National Gas, industry stakeholders etc.) and influencing them to align and collaborate on future actions including assessments of risks, trade‑offs and impacts in order to make robust recommendations.
  • Proven experience of working in challenging, dynamic and fast‑paced environments, managing and delivering projects against challenging deadlines with minimal supervision whilst maintaining a positive attitude and motivating the team.
  • Demonstrable capability of working constructively and effectively with analytical, technical and legal professionals to develop solutions and options.
  • Excellent written and verbal communication skills, with the ability to effectively communicate complex issues to non‑expert audiences.
  • Experience of working on consultancy, government, policy, regulatory or energy sector projects.
  • Energy sector knowledge and understanding of Ofgem’s role and the consumer needs it serves.

Remuneration & Benefits

Alongside your salary of £47,895, OFGEM contributes £13,875 towards you being a member of the Civil Service Defined Benefit Pension scheme. Benefits include:
