Successful candidates may be based in any of our office locations – Cardiff, Glasgow or London. We especially welcome applicants from Cardiff and Glasgow. The role operates on a hybrid working model, with around 20% of time spent in the office (typically one day per week).

We are looking for exceptional strategy candidates to guide Ofgem through this.

Sitting within the Markets Strategy & Delivery team, you’ll work at the heart of decision-making, driving forward high-priority projects and shaping the Markets Group’s approach to Net Zero and consumer protection. You’ll bring clarity to complex challenges, providing strategic insight that informs both policy and organisational direction. This role offers the opportunity to lead and influence, working with a wide range of experts to deliver meaningful impact. You’ll operate in a fast-paced environment where your ability to connect ideas, challenge thinking and guide delivery will shape outcomes across the organisation and beyond.

We’re looking for someone with strong strategic and problem-solving capabilities, experience in energy markets or regulation, and the ability to communicate complex issues with clarity and authority. You’ll be an experienced manager, able to build high-performing teams and drive delivery across multiple priorities.

Person specification

  • Strategy and problem solving: A track record of strategy development and the ability to structure and analyse complex policy / regulatory problems to advise senior leaders and inform organisational decision-making.
  • Experience in energy retail policy / strategy, or retail regulation / competition.
  • Excellent oral and written communication skills to convey complex issues clearly and concisely, including experience briefing senior decision-makers.
  • Experience working in a fast-paced environment and managing multiple, concurrent priorities and projects.
  • Strong management skills: building high performing teams, supporting and empowering colleagues to deliver to high standards, develop their skills and expertise.
