Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. We work in a hybrid way, with colleagues spending around 20% of their time in the office, equating to one day per week.

Ofgem is now recruiting multiple Senior Policy Managers to help enable consumer‑led flexibility and support the transition to an energy system that works for everyone. Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers, especially vulnerable people.
We’re offering permanent opportunities within the Retail Flexibility and Consumer Experience portfolio, working at the centre of our work to deliver the ambitions set out in the Clean Flexibility Roadmap. This is a chance to contribute to nationally significant policies at a time when flexibility, innovation and consumer participation are central to delivering Clean Power 2030.
Senior Policy Managers will work across a diverse and fast‑moving portfolio, taking ownership of key workstreams, helping shape a policy environment that enables innovation and investment in new products and services, and ensuring consumers are able to participate confidently and benefit fairly from a changing market. Operating in a highly collaborative, multi‑disciplinary environment, you’ll bring clarity to complexity, champion flexibility and contribute to robust analysis and clear policy direction.
We’re looking for strong policy professionals who are confident making connections across policy areas. You’ll bring excellent communication skills, the ability to think strategically and critically, and a track record of delivering high‑quality work at pace. An understanding of consumer‑led flexibility and/or retail energy markets will support your success in the role.

- Knowledge or experience of consumer‑led flexibility and/or retail market dynamics.
- Excellent policy development skills, adept at strategic thinking and making connections across policy issues to identify interactions and trade‑offs and develop robust direction and solutions.
- Highly effective at taking initiative to raise the profile of issues and drive forward new areas of policy work.
- Strong written and verbal communication skills, including the ability to communicate complex topics in a compelling and concise way.
