Ofgem is playing a leading role in modernising Britain’s energy system, and we are transforming how data is used to combat inefficiency, strengthen regulatory oversight and support the transition to Net Zero. We’re looking for a Senior Data Product & Strategy Lead to join us and play a central role in shaping smarter, more connected and insight-driven regulatory decision-making across the energy sector.
Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers, especially vulnerable people. We’re offering a permanent opportunity with the chance to influence a major data transformation programme at the heart of one of our most strategically important functions. This is a high-impact role for someone who thrives on turning complex operational and regulatory challenges into practical, future-focused data solutions that deliver meaningful value.
You’ll help shape how data, technology and modern analytical approaches are embedded into the future of energy regulation. Joining a collaborative and evolving environment, you’ll work across policy, digital and analytical disciplines to help create more integrated, efficient and intelligence-led ways of working. The role offers the opportunity to influence long-term strategy while supporting the shift away from manually intensive processes towards more sophisticated and sustainable data models, including the use of modern technologies and AI-enabled approaches.
We’re looking for someone with strong experience leading or shaping data-driven and analytically focused work where high-quality data plays a critical role in decision‑making. You’ll be confident translating complex business, policy or regulatory requirements into clear data-focused priorities, working closely with technical specialists to deliver practical outcomes. You’ll also bring sound judgement when balancing competing priorities, assessing the value and usability of data in regulatory environments, and building effective relationships across both technical and non-technical stakeholders.
Alongside the opportunity to contribute to nationally significant work, you’ll join an inclusive organisation that values collaboration, innovation and diverse perspectives. You’ll work in a flexible and supportive environment where your expertise will help shape the future direction of data strategy within a rapidly transforming sector. We have a critical purpose to modernise and strengthen the use of data across Network Price Controls. Join us and help drive smarter regulation, improve efficiency and support a cleaner, more secure and consumer-focused energy system for the future.
Key Responsibilities
- Define the portfolio of priority data products that support Network Price Controls’ core regulatory processes, including price setting, monitoring and operation.
- Translate regulatory requirements and user needs into clear, deliverable data product specifications, including purpose, users, quality thresholds and cadence.
- Contribute to prioritisation and sequencing of data transformation activity, balancing regulatory value, delivery effort and technical sustainability.
- Act as the primary interface between policy teams and technical delivery, ensuring a shared understanding of requirements, constraints and trade‑offs.
- Work closely with data engineering and analytics colleagues to ensure solutions are robust, reusable and future‑proof.
- Engage with sector teams (ED, ET, GT/GD) to understand how data is used in practice and ensure delivered products meet real operational needs.
- Identify opportunities to reduce manual effort, duplication and risk through better data design and integration.
- Contribute to the development of Network Price Controls’ longer‑term data strategy and roadmap.
Key Outputs and Deliverables
- A clearly defined portfolio of priority NPC data products with agreed scope and ownership.
- Product roadmaps and prioritisation decisions informed by regulatory need and user value.
- Product‑level requirements and acceptance criteria to support technical delivery.
- Improved consistency and clarity in how core datasets are defined and used.
- Evidence that data transformation activity is delivering efficiency, quality and insight benefits.
- Demonstrable experience shaping or leading data‑enabled or analytically driven work where data quality and structure materially affected decision‑making. (Lead Criteria)
- Experience translating business, policy or regulatory needs into prioritised data or analytical deliverables, working closely with technical specialists. (Lead Criteria)
- Strong ability to judge whether data is fit for purpose in high‑assurance or regulatory contexts, including understanding trade‑offs between precision, timeliness and proportionality.
- Proven ability to prioritise competing demands and make reasoned trade‑offs where perfect data is not achievable.
- Excellent stakeholder management skills, with the credibility to challenge both technical and non‑technical audiences.
