Ofgem is leading the fight to transform Britain’s energy infrastructure into a transparent, bi‑directional and data‑driven system that meets Net Zero goals and delivers for consumers. We’re now looking for three Infrastructure Strategy Experts to join us and help shape the strategic direction and delivery of a fairer, smarter, more resilient energy future.

We’re offering three permanent positions with the unique opportunity to influence two of our most high‑impact portfolios, Infrastructure Co‑ordination & Prioritisation, and Digitalisation & Decentralisation. You’ll work on strategic energy system priorities at the heart of our mission, from long‑term infrastructure planning to consumer participation in demand‑side flexibility.

As part of a diverse and collaborative team, you’ll drive forward regulatory strategy that directly shapes the UK’s energy landscape. This is a highly visible expert role where you’ll help embed system thinking, challenge senior leaders constructively, and advise on critical policy direction that delivers tangible change.

We are looking for people with deep experience in the energy sector and regulation, who can act as trusted strategic advisors across the organisation. You’ll need the agility to lead complex cross‑cutting work and the communication skills to influence high‑level decision‑making. This is a fantastic opportunity to lead on sector‑shaping initiatives and play a visible role in some of the most urgent challenges in infrastructure policy today.

As an Infrastructure Strategy Expert, your insights and leadership will support our system‑wide transformation, creating a resilient, low‑cost, low‑carbon energy future.

Person specification

  • Experience of leading in a complex environment, acting as an internal expert – advising and challenging senior leaders on strategic and operational performance related matters; effectively influencing through convincing strategic storytelling; advising on trade‑offs of big picture strategic challenges; and achieving buy in for new initiatives and ideas. (LEAD)
  • The candidate should have:
  • a solid background in the regulation and the energy sector – ideally with breadth of experience working in or coordinating across different policy or strategic topics
  • a professional understanding of regulatory approaches, energy policy, generation and/or network businesses; (LEAD)
  • Proven aptitude for system leadership, with an ability to build effective working relationships with teams and a wide range of stakeholders that creates space for constructive, open, and transparent engagement contributing to a culture of inclusion.
  • Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics.

Alongside your salary of £61,446, OFGEM contributes £17,800 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
