We are now seeking a Head of Intelligence, Analysis & Insight to establish and lead a new function to support our Audit, Compliance & Counter Fraud teams. This is a senior, influential role for someone who thrives on building capability, shaping strategy, and embedding intelligence‑led decision making in a complex, high‑impact environment.
Initially, you will focus on understanding the needs of senior leaders and operational teams, conducting a gap analysis, and designing a fit‑for‑purpose operating model. You will then lead the implementation of new systems, processes and governance that enable high‑quality intelligence collection, analysis and dissemination, while strengthening existing workstreams.
As the function matures, you will provide strategic leadership of intelligence, analysis and insight across Audit & Compliance. You will oversee intelligence and data analysis to identify risks, trends and emerging threats, shaping audit priorities, compliance and enforcement activity, counter‑fraud investigations and policy insight. You will also build a small multidisciplinary team and foster a culture of professional standards, collaboration and continuous improvement.
Externally, you will act as senior intelligence lead, strengthening intelligence‑sharing with regulators, government departments and law‑enforcement partners, ensuring all activity meets legal and ethical standards. This role will suit an experienced intelligence or insight leader with the credibility to influence at senior levels, and the drive to design and embed a new function that protects public funds and delivers impact for consumers.

Key Responsibilities:
- Having conducted an assessment of the intelligence and insight requirements needed to deliver the SLT vision and the strategic objectives for the Audit & Compliance function, lead the design and delivery of an integrated Intelligence, Analysis and Insight service, setting its vision, objectives, and operating model.
- Recruit, develop, and lead a small multidisciplinary team of intelligence, data, and analytical professionals, building a strong culture of professional standards, collaboration, and continuous improvement.
- Oversee the collection, assessment, and analysis of intelligence/data to identify risks, trends, and emerging issues.
- Lead on the delivery of intelligence and insight products that inform prioritisation, compliance and enforcement investigations, the targeting of audits, and which provide insight for our policy colleagues.
- Support a marked increase in robust intelligence-sharing arrangements with internal stakeholders, other regulators, enforcement agencies, and government partners.
- As senior intelligence lead, increase our engagement and presence at cross-government and inter-agency intelligence forums and networks.
- Advise the leadership team on intelligence-related risks, opportunities, and strategic priorities.
- Champion the use of evidence and insight to support regulatory interventions and scheme delivery.
Key Outputs and Deliverables:
- Production of an evidence-based gap analysis, implementation plan and operating model for an effective intelligence, analysis and insight team.
- Oversee the implementation of an intelligence & insight team within Audit and Compliance.
- Production of a strategic threat assessment focused on protecting the environmental and social schemes administered by Ofgem’s Delivery & Schemes directorate.
- Manage effective and inclusive team resourcing and staff onboarding.
- Help team members deliver by building a supportive, inclusive team environment.
- Take ownership of own and team members' professional development.
- Support team members' performance evaluation through honest, fair, high‑quality feedback.
