Contract Term - 12 Month Fixed Term Contract

Location - Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow.

This role offers the opportunity to play a central part in Ofgem’s mission to protect energy consumers and accelerate the UK’s transition to a safe, affordable and sustainable energy system. You’ll lead multidisciplinary teams to deliver high-quality work across areas such as compliance, enforcement, delivery and scheme oversight, ensuring government energy programmes operate effectively and fairly. Drawing on your experience in regulation, policy, risk, operational delivery or similar fields, you’ll guide teams through complex challenges, support their professional development and champion Ofgem’s inclusive culture. You’ll work flexibly across the organisation, collaborating with colleagues and stakeholders to drive positive outcomes for current and future consumers, uphold mandatory standards, and contribute to the UK’s Net Zero ambition.

Key Responsibilities:

  • Support team deliverables that utilise your expertise to ensure successful outcomes across team members and collaborating teams.
  • Provide clear and transparent work objectives, milestones and success metrics in your area of expertise to oversee and co-ordinate successful team outcomes.
  • Collaborate closely with other teams to manage interdependencies, risks and resourcing to support portfolio delivery.
  • Demonstrate effective diversity and inclusive team management within their team and the wider organisation.

Key Outputs and Deliverables:

  • Setting-up and leading high-performing team based on effective resource management ongoing support and professional development.
  • Oversee the implementation of a government energy support scheme and in particular, the compliance of scheme participants with the applicable mandatory requirements. In the event of material compliance breaches, oversee enforcement action where necessary.
  • Manage effective and inclusive team resourcing and staff onboarding through close engagement with relevant Deputy Director, Workstream Managers, Heads of Professions, PDLs and HR Staffers to ensure best talent match to work needs.
  • Provide expert guidance to help team members deliver, by building supportive, inclusive team environment based on trust-based relationships, transparency and inclusivity. Provide expert guidance and solutions to complex problems.
  • Takes ownership for own and team members’ professional development by identifying your own continued professional development and providing ongoing coaching and identification of development opportunities.
  • Provide advice and support for colleagues who are pursuing professional qualifications.
  • Represent Ofgem with external stakeholders, such as the companies being investigated, as well as developing links internally with other teams across Ofgem.

Person Specification:

  • Proven ability to motivate and lead a team (or equivalent) operating in a matrix working environment, managing multiple priorities and delivering against deadlines.
  • Experience of delivering social and environmental schemes in accordance with legislative requirements.
  • Experience of working in a complex environment, acting as an internal expert – advising and challenging senior leaders on strategic and operational performance related matters.
  • Proven aptitude for leadership, e.g. building, and developing teams to deliver successful outcomes.
  • Extensive experience working collaboratively with diverse colleagues.
  • Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics.
  • Ability to build effective relationships and successfully influence challenging internal and external stakeholders, including in high pressure situations.
