Overview

The Markets and Operational Reforms team leads on electricity wholesale market policy, ensuring markets work effectively and that consumer protections are adequate. It delivers balancing and settlement reforms under the Reformed National Pricing (RNP) programme in partnership with DESNZ and NESO, working to create a fair, affordable, secure and efficient electricity system. The System Operation team develops policies related to system operation, balancing cost and operational dispatch, restoration, NESO markets, and the provision of dedicated network services. This Senior Policy Manager role spans both teams, leading policy development across high‑profile workstreams to support energy security, consumer protection and the transition to a low‑carbon future.

Responsibilities

  • Lead and deliver policy work across strategic workstreams that attract significant government, industry and regulatory attention.
  • Analyse large data sets, assess costs and benefits, develop evidence‑based insights and present robust policy recommendations that highlight risks, trade‑offs and wider impacts.
  • Plan, prioritise and manage multiple projects to deliver high‑quality outputs at pace.
  • Build and maintain effective relationships with internal and external stakeholders, translating complex issues into clear, evidence‑based recommendations for senior decision‑makers.

Person specification

  • Sector knowledge or experience working in electricity regulation, system operation or wholesale markets, particularly GB and/or EU markets.
  • Analysis and policy development skills – ability to gather data from multiple sources, analyse and interpret large data sets, assess costs and benefits, and develop policy recommendations that identify risks, trade‑offs and wider impacts.
  • Organisational skills – ability to scope appropriate project or research work, plan ahead, prioritise activities and manage multiple priorities to deliver results quickly.
