Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. This role follows our hybrid working policy, requiring a minimum of 20% office attendance (typically one day per week).
At the forefront of work to address the most urgent challenges facing Britain’s energy system, Ofgem’s Delivery Unit develops practical, high‑quality solutions at the centre of the organisation. We’re looking for three Senior Policy Leads to join us and shape strategic work that supports our mission to protect consumers and deliver the transition to Net Zero. Ofgem is Great Britain’s independent energy regulator. We play a central role in the transformation of the energy sector, supporting progress toward Net Zero while ensuring energy consumers (especially those in vulnerable circumstances) are protected.
We’re offering two permanent opportunities within our Delivery Unit, based within the GEMA (Board) and Executive directorate. These roles suit people who enjoy variety, collaborative working and contributing to high‑profile projects across a broad range of policy and strategy priorities. The Delivery Unit acts as an in‑house consultancy for Ofgem, supporting urgent, complex and high‑priority work. You’ll build understanding of new challenges quickly, develop insight and help shape solutions that deliver meaningful outcomes.
The role involves working across the organisation, partnering with policy, regulatory and corporate teams to turn strategy into delivery. These roles offer significant exposure to senior leaders, including the CEO and Board, and the opportunity to work on issues spanning the energy sector. You may lead projects within the Delivery Unit or work within policy teams as additional support on priority initiatives.
We’re looking for people who are comfortable working in evolving environments and who can bring strong strategic thinking, sound analysis and the ability to communicate complex information clearly. A collaborative approach, effective communication skills and the ability to balance multiple priorities will be important. - Experience working in a fast-paced environment, being agile and comfortable working with ambiguity, managing multiple, concurrent priorities and projects.
- Critical thinking: A track record of translating strategy into delivery, ability to understand the work of the team and the Directorate in a wider, strategic context, and to identify and take up opportunities to develop this knowledge over time.

Alongside your salary of £47,895, OFGEM contributes £13,875 towards you being a member of the Civil Service Defined Benefit Pension scheme.
