Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. We operate a hybrid working model, with employees expected to spend one day per week (20% of working time) in the office.

At Ofgem, our policy work plays a central role in shaping a safe, affordable and sustainable energy system for the future. We are seeking Senior Policy Managers to join our Markets Oversight and Enforcement and Financial Resilience and Control Policy teams. These roles sit at the heart of a significant period of change, following the Government Review of Ofgem, and will contribute to shaping how we regulate and operate over the coming years.

In this role, you will support the development and delivery of policy across complex and high-impact areas. You will contribute to projects linked to legislative and regulatory change, working with colleagues across Ofgem and externally to ensure effective and evidence-based outcomes. This includes analysing policy options, developing recommendations, and supporting stakeholder engagement. You will work collaboratively across teams, including legal, strategy and communications functions, as well as with government departments, industry and consumer groups. The role offers the opportunity to contribute to a wide range of priorities, with flexibility to apply your skills across different projects and areas of work over time.

Person specification

  • Understanding of regulation or regulatory tools, and how these can be used to deliver positive outcomes for consumers.
  • Policy Skills: identifying, analysing, and articulating complex problems; working with other professionals (for example analytical, technical, and legal) to develop solutions and options, and presenting policy recommendations that consider the trade-offs, risks, and dependencies to aid effective decision making.
  • Understanding consumer journeys and customer experience within a regulated sector.
  • Managing delivery: set clear goals and priorities, supports others to solve problems, overcome challenges, seeking feedback and means of continuous improvement.
  • Clearly identifies and communicates the relevance, interdependencies and strategic fit of their work to organisational priorities both internally and externally.
  • Demonstrably identifies and understands the value/contribution of internal and external partners and effectively creates open, creative, constructive, timely and inclusive engagement.

Alongside your salary of £49,452, Ofgem contributes £14,326 towards you being a member of the Civil Service Defined Benefit Pension scheme.
