About the Role
Shape the future of offshore energy regulation as a Senior Specialist Engineer at Ofgem. As the UK accelerates towards Net Zero, offshore energy infrastructure, from carbon capture and storage to oil and gas platforms, playing a critical role in delivering a secure, low carbon energy system. Ofgem is at the forefront of this transformation, and we are seeking a Senior Specialist Engineer to provide authoritative technical insight and help shape the regulatory landscape for offshore energy.
A unique opportunity to influence high impact decisions at the heart of the UK’s energy transition, acting as Ofgem’s internal engineering expert, advising senior leaders, supporting policy development, and ensuring that technical standards and regulatory frameworks are robust, future ready, and aligned with consumer and environmental needs.
Working across a wide range of technically complex projects, including leading detailed engineering assessments, evaluating licensee performance, and contributing to the development and evolution of engineering codes and standards. Playing a key role in incident investigations, compliance reviews, and technical quality assurance. Your work will help ensure the safety, reliability, and sustainability of offshore infrastructure.
Your expertise will support cross functional teams working on strategic initiatives including the regulation of emerging technologies and infrastructure. You’ll translate complex technical issues into clear, actionable insights for policy and decision-makers, ensuring that regulatory decisions are grounded in sound engineering principles.
We’re looking for someone with deep technical expertise in offshore engineering. This could include infrastructure design, subsurface/well engineering, development planning, or related disciplines. A strong understanding of the commercial and regulatory frameworks that govern the GB energy sector is essential. Experience in CO2 transport and storage or oil and gas development projects is highly desirable. You’ll be professionally qualified, such as a Chartered Engineer or Fellow of a recognised engineering institution, with a proven track record of delivering high quality technical outcomes in complex, multi stakeholder environments.
Confident in engaging with external stakeholders, including government departments, energy companies, engineering trade bodies, and technical specialists. Your ability to communicate technical risks and opportunities clearly to non-technical audiences will be key to your success.

Key Responsibilities:
To support the team deliverables, that utilise your expertise to ensure successful outcomes across team members and collaborating teams.
- Provide clear and transparent work objectives, milestones and success metrics in your area of expertise to oversee and co-ordinate successful team outcomes.
- Collaborate closely with other teams to manage interdependencies, risks and resourcing to support portfolio delivery.
- Where required, be jointly responsible with the PDL on welfare and pastoral care of all colleagues.
- Demonstrate effective diversity and inclusive team management within their team and the wider organisation.
Key Outputs and Deliverables
- Use your expertise in supporting strategy and policy teams across Ofgem working on projects with a technical dimension, including:
- Providing expert/specialist technical advice and support in an identified Engineering discipline
- Leading on detailed technical analysis and audits of licensee performance
- Technical evaluation of engineering submissions
- Leading on Technical Quality Assurance of proposals put to Executive Committees & GEMA
- External Stakeholder management with relevant engineers and specialists
- Explain technical issues and risks to policy and decision makers
- Leading on complex changes to Engineering Codes and Standards
- Assessing company compliance with the technical requirements of codes, standards, licences and legislation and dealing with non-compliance issues
- Leading investigations into energy system incidents
- Writing technical reports & guidance documents to support policy development.
Support the development of a high-performing team based on effective resource management, ongoing support and professional development.
- Provide expert guidance to help team members deliver, by building supportive, inclusive team environment based on trust-based relationships, transparency and inclusivity.

Person specification
ESSENTIAL:
- Extensive experience in a specialist engineering or technical role relevant to Ofgem’s work – In particular specialised technical knowledge relating to offshore engineering, development planning, well management, or designing, building and operating offshore infrastructure (LEAD).
- Working knowledge and experience of the commercial and regulatory framework of the GB CCS, Gas & Electricity Industry. All of which that can be demonstrated by proven record of high performance and substantial achievements in past positions (LEAD).
- Experience of working in a complex and diverse environment, acting as an internal expert – advising and challenging senior leaders on strategic and operational performance related matters.
- Experience in respect of carbon capture / storage or oil and gas development projects.
- Expertise/capability in a related professional engineering specialism, evidenced through an appropriate professional qualification – Chartered Status or Fellowship of the appropriate professional body.
DESIRABLE:
- Demonstrable experience of developing, plans and delivering work outcomes, including clear and transparent work objectives, milestones and success metrics.
- Relevant experience of building and supporting the teams delivering the work including effective scoping of work and setting of clear responsibilities.
