The Office for Nuclear Regulation (ONR) is looking for an experienced Export Control Manager to manage our export license portfolio and ensure up to date protocols, guidance and training. This is a complex area of international legislation and the role requires an individual with the knowledge and skills to work closely with all stakeholders to ensure compliance. The person engaged will work as an integral member of the ONR Strategy and Corporate Affairs Directorate reporting to ONR’s Head of International Strategy and Public Correspondence.

Principal responsibilities

  • Manage compliance with existing export licences, ensuring the business is meeting all statutory reporting requirements, licence conditions, and arranging licence/undertaking renewals.
  • Ensure early identification of ONR’s future licence requirements through close liaison with internal regulatory divisions and timely submission of new applications through SPIRE and handling related technical queries.
  • Engage with third parties ONR will share export‑controlled information with and establish export control best practice in project procedures/documentation.
  • Manage internal processes, systems and governance to ensure compliance with UK export controls requirements.
  • Ensure export compliance with other international export control regimes, for example US Part 810.
  • Maintain up to date internal guidance and training on international export control requirements.
  • Advise ONR, specifically regulatory directorates, on all aspects of export controls compliance including classification of goods and technology and applicability of the Nuclear Suppliers Group (NSG) Trigger lists.
  • Identify and provide internal advice on changes to export control legislation or UK government policy.
  • Regular engagement with the Department for Energy Security and Net Zero (DESNZ) and the Export Control Joint Unit (ECJU) and other stakeholders including other national regulators, on a range of export controls matters.
  • Work closely with Policy Business Partners and undertake any other reasonable task to support the policy team as requested.

The successful applicant will be a strong collaborator and communicator, able to quickly build effective working relationships internally and with key external stakeholders.

Line Management Responsibilities

Location / Travel

This post may be undertaken from a base at any one of ONR’s office locations (Bootle, Cheltenham or London). ONR operates hybrid working (working in the office and at home) as part of our flexible working policy. There is an expectation that you will spend time in the office on a regular basis, recognising that some work is better done face to face. Managers will work with their teams on what works best to meet individual, team, business and organisational needs to enable collaboration, as well as balancing personal choice and wellbeing.

Essential skills/job‑related expertise

  • Expert, current understanding of export control legislation including in‑depth knowledge of UK Strategic Export Control List and Nuclear Suppliers Group (NSG) Trigger List, with practical application within the nuclear industry.
  • Experience of ensuring organisational compliance in the international transfer of UK export‑controlled nuclear‑related information/technology, including engagement with government Department for Energy Security and Net Zero (DESNZ) and Department for Business and Trade (DBT) Export Control Joint Unit (ECJU) and understanding and use of SPIRE/LITE database.
  • Extensive experience of the requirements of other international export control compliance regimes, such as US Part 810.
  • Strong stakeholder engagement and relationship management skills, with proven ability to build trusted relationships with senior decision‑makers and influence cross‑organisational and multidisciplinary teams to deliver outcomes aligned with UK government priorities and drive strategic priorities.
  • Proven leadership capability in developing, motivating and supporting colleagues, by driving team collaboration and professional development; and through excellent communication and drafting skills, with a track record of advising senior leaders and producing high‑quality briefings.
  • Strong organisational skills and improvement focussed, with the ability to manage competing priorities and deliver quality outcomes under pressure, and drive continuous improvement.
  • Experience of embedding innovative practices, and identifying efficiencies aligned with organisational objectives, working with IT developers to design and build database systems to enhance export control management information.

Desirable attributes

  • Ability to apply emerging technologies (including AI) to enhance export control procedures, underpinned by a strong understanding of the key issues facing the nuclear sector and regulatory bodies.
  • Public sector experience in a similar role and understanding of governance frameworks for UK export control reporting requirements and information disclosure requirements including Freedom of Information request handling.
