About the team you’ll be part of

Ofcom’s Economics and Analytics Group is a dynamic, international team of around 120 applied microeconomists, data analysts, behavioural economists and finance experts.

As experts in evidence, we help Ofcomby providing thought leadership, technical and sector expertise, and the economic and financial insights to shape policy and decisions.

Working within the Economics & Analytics Group, the Financial Analytics team provides financial advice and insight, forensic accounting, modelling expertise to projects across Ofcom. Our colleagues provide support on issues covering all the sectors we regulate (telecoms, post, broadcasting and online).

The purpose and scope of the role

As an Economic and Financial Modelling Advisor, you will play a key role in delivering high-quality economic and financial analysis to support Ofcom’s policy and regulatory functions. You will develop, review, and manage economic and financial models that inform key decisions across a range of sectors, including telecoms, broadcasting, radio spectrum, postal services, and online platforms. You will work closely with colleagues from multi-disciplinary teams, engage with external stakeholders, and ensure that Ofcom’s decisions are based on sound economic reasoning and robust financial evidence. The scope of the role includes but is not limited to:

  • Develop, implement, and maintain complex economic and financial models to analyse market dynamics, assess the impact of regulatory interventions, and forecast sectoral trends.

  • Conduct cost-benefit analysis, scenario modelling, and financial impact assessments for new and existing policies, regulatory measures, and market changes.

  • Provide economic insight and advice to support Ofcom’s regulatory projects, policy development, market reviews, and consultations.

  • Review, critique, and validate models and analyses submitted by industry stakeholders, consultants, or external parties.

  • Translate modelling outputs into clear, concise, and compelling recommendations for senior management, policymakers, and public consultation documents.

  • Ensure that models are underpinned by robust economic theory, up-to-date data, and industry best practice, and that assumptions are transparent and well-justified.

  • Present complex economic and financial findings to a variety of audiences, both internally and externally, tailoring communication style to technical and non-technical stakeholders.

  • Keep abreast of developments in economic and financial modelling, regulatory frameworks, and sector-specific issues relevant to Ofcom’s remit.

  • Support the strategic development of Ofcom’s modelling capability, contributing to the design and implementation of modelling standards, documentation, and quality assurance processes.

  • Mentor and support junior analysts and colleagues in developing their economic and financial modelling skills.

Your Key Responsibilities

You will collaborate with vibrant teams of economists, data analysts, policy professionals, market researchers, technologists and lawyers on projects spanning various sectors. Your responsibilities will include:

  • Delivery of high-quality economic and financial analysis, ensuring accuracy, transparency, and relevance to regulatory objectives.

  • Effective project management, meeting deadlines and maintaining flexibility in response to shifting priorities.

  • Gathering and assessing robust data and evidence to support your analysis.

  • Producing clear and well-reasoned documents, including publications.

  • Communicating your work effectively in presentations, meetings and engaging with external stakeholders.

  • Collaborating with senior colleagues and multidisciplinary teams to deliver impactful outcomes

The skills, knowledge and experience you’ll need for success

Job-based skills

  • Proven experience in developing and applying economic and/or financial models, ideally within a regulatory, consultancy, or public policy environment.

  • Strong background in economic analysis, cost modelling, financial forecasting, or similar areas.

  • Familiarity with sectors regulated by Ofcom (telecommunications, broadcasting, spectrum management, postal services, digital platforms) is desirable.

  • Track record of translating complex quantitative analysis into actionable policy advice or business recommendations.

  • Experience in stakeholder engagement, including working with government, industry, or consumer organisations.

  • Proficiency in Excel and other modelling tools (e.g., R, Python, Stata, or similar).

  • Strong quantitative and analytical skills, with a keen attention to detail and a commitment to methodological rigour.

  • Excellent written and verbal communication skills, with the ability to explain technical concepts to non-specialist audiences.

  • Ability to manage, analyse, and interpret large, complex datasets.

  • Sound understanding of economic theory, financial principles, and their practical application to real-world problems.

  • Knowledge of regulatory economics, competition policy, or utility regulation is advantageous.

  • Postgraduate degree in Economics, Finance, Mathematics, Statistics, or a related analytical discipline (or equivalent work experience).
