About the team you’ll be part of

You will join the Online Safety Partnerships and Intelligence team, a sub-team of the Online Safety Group’s (OSG) Supervision team. The OS Partnerships Team is responsible for developing and managing OSG’s relationships with key strategic partners, including law enforcement, agency partners and selected government organisations with a focus on tackling online harms. The team is also responsible for developing the Online Safety Group’s capabilities for managing intelligence and insights received from partners, and analysing intelligence to determine appropriate courses of action.

The purpose and scope of the role

The OS Partnerships Team requires an Intelligence Analyst to support OSG’s collection, analysis and development of intelligence received from third parties, supporting operational decision-making in relation to online harms. You will be a technical subject matter expert responsible for implementing our core intelligence processes. You will also support the organisation as a thought-leader, sharing your knowledge and experience to help deliver the Online Safety regime. You will be inquisitive and curious, with an appetite for intelligence development and analysis and exploring new approaches.

Your Key Responsibilities

• Intelligence collection – Supporting internal OSG teams by triaging and refining intelligence collection requests.
• Effectively managing intelligence received from external organisations.
• Intelligence development – Developing intelligence by aggregating and enriching information, e.g., through OSINT and quantitative and qualitative analytical techniques. Using system checks and searches to enrich intelligence and produce insight reports. Working closely with the Triage team to support recommendations and decision making.
• Intelligence sharing – Disseminating intelligence securely to internal teams based on priorities and team needs.
• Risk assessment – Identify and assess threat, risk of harm and opportunity for interventions and mitigations.
• Process management – Delivering on each phase of our internal intelligence management processes subject to operational demand from teams and supporting the ongoing development of these processes.
• Operating model development – Providing insight and feedback to support continuous development of OSG’s intelligence management capabilities.
• Internal policies – Providing input to support drafting and implementation of intelligence management policies.
• Stakeholder engagement – Working with external stakeholders to promote positive engagement with OSG’s intelligence gathering activities. Working with internal colleagues to support implementation of OSG’s intelligence processes.
• Information management – Ensuring there is effective record management with fully documented audit trails.
• Training and development – Supporting teams and individuals internally to improve skills and practice with regard to all aspects of the intelligence lifecycle. Maintain awareness of innovation within intelligence to ensure implementation of latest techniques and tactics, best practice, and information relevant to the role.

This role will involve working with content or themes that some applicants may find distressing, including illegal harms such as child sexual abuse and exploitation. The skills, knowledge and experience you’ll need for success

Technical knowledge and experience

• Experience of intelligence management and development, using the National Intelligence Model (NIM) or an equivalent framework
• Experience and training in open source intelligence (OSINT) techniques
• Skilled in data analysis and manipulation
• Good understanding of relevant legislation e.g. OSA, ECHR, IPA, RIPA, Data Protection.
• Knowledge of intelligence case management systems and processes
• Holds professional intelligence accreditation(s)

You will be required to achieve a level of National Security Vetting to a minimum of Security Check to perform this role.
