Pwrpas a hyd a lled y rôl

Mae ehangder ac ansawdd gwasanaethau Cymraeg Ofcom yn cael eu gwerthfawrogi’n fawr gan gydweithwyr ar draws y sefydliad a chan ddefnyddwyr yng Nghymru. Yn y rôl arwain newydd hon, byddwch yn gyfrifol am sefydlu Uned Iaith Ofcom. Nod yr uned yw grymuso cydweithwyr ar draws y sefydliad drwy ddyfeisio, cynghori, cynnal a chyfathrebu dull Ofcom o gydymffurfio â Safonau’r Gymraeg. Bydd yr uned yn gweithredu mewn diwylliant o wella’n barhaus, gydag arloesedd ag agwedd ‘barod i helpu’ wrth galon hynny, gan weithio gyda chyflenwyr dibynadwy a chynnal arbenigedd mewnol penodol a brwdfrydig i fodloni gofynion Ofcom o ran y Gymraeg.

Fel deiliad cyllideb a rheolwr perfformiad gyrfa i’r uned, byddwch yn cefnogi Cyfarwyddwr Cymru i arwain tîm bach sy’n gweithio mewn amgylchedd sy’n symud yn gyflym mewn sefydliad y DU lle nad oes dau ddiwrnod yr un fath. Mae’r swydd hon yn gyfle i arwain tîm sy’n siapio ac yn diffinio rhan hanfodol o’n gwaith drwy gydweithio’n agos â chydweithwyr ar draws Ofcom. Felly i lwyddo yn y rôl reoli hon, byddwch yn dibynnu ar eich profiad helaeth o arwain; eich sgiliau rheoli pobl amlwg a’ch hanes o gydweithio’n effeithiol ag eraill ar draws eich sefydliad i gyflawni nodau heriol.

Er bod y swydd hon wedi’i lleoli yn swyddfa Ofcom yng Nghaerdydd, mae Ofcom yn croesawu gweithio hyblyg ac rydym yn croesawu ceisiadau gan bobl sy’n rhannu swydd a gweithwyr rhan-amser.

Eich Prif Gyfrifoldebau

  • Sicrhau bod Ofcom yn cydymffurfio â’i safonau’r Gymraeg, gan ddyfeisio, cynnal, cynghori a chyfathrebu polisïau, gweithdrefnau ac arferion Ofcom a fydd yn sicrhau dull gweithredu cyson a gaiff ei gydnabod yn fewnol ar draws Ofcom.

  • Sefydlu Uned Iaith Ofcom i ddarparu a chydlynu gwasanaethau Cymraeg mewnol ac allanol Ofcom, gan ddatblygu a chynnal systemau, prosesau a chyfathrebiadau mewnol effeithiol ac effeithlon sy’n sail i gydymffurfiad Ofcom â safonau’r Gymraeg.

  • Datblygu prosesau, gweithdrefnau a llwyfannau adrodd yn yr Uned Iaith sy’n hyrwyddo diwylliant cadarnhaol ac adeiladol o ddeallusrwydd a gwerthuso i annog gwelliannau yn y dyfodol drwy dystiolaeth sy’n seiliedig ar ddata.

  • Llunio a darparu strategaethau cyfathrebu a marchnata a fydd yn grymuso cydweithwyr ac yn ymgysylltu â nhw ar draws y sefydliad drwy hyrwyddo’r Uned Iaith, gan sicrhau bod timau ar draws y sefydliad yn deall gwaith a rôl yr uned yn glir.

The Ofcom Wales team works across all aspects of Ofcom’s remit to represent Wales within Ofcom and Ofcom within Wales by providing input and advice on the communications needs of people in Wales.

We do this by consulting extensively across Wales, by listening to those who advise us and by convening events. We also do this through the excellent relationships we maintain with a diverse range of advisors & stakeholders across Governments, business, the voluntary sector, consumer groups, academics, politicians, and public policy stakeholders in Wales.

The purpose and scope of the role

The breadth and quality of Ofcom’s Welsh Language services are highly valued by colleagues across the organisation and by consumers in Wales. In this new leadership role, you be responsible for establishing Ofcom’s Welsh Language Unit. The unit’s aim is to empower colleagues across the organisation by devising, advising on, maintaining, and communicating Ofcom’s approach to complying with its Welsh Language Standards. Operating within a culture of constant improvements, the unit will have innovation and a ‘can do’ approach at its heart, working with trusted suppliers and maintaining highly motivated, specialist internal expertise to meet Ofcom’s Welsh language requirements.

As the budget holder and career performance manager for the unit, you will support the Wales Director leading a small team working in a fast past environment within a UK organisation where no two days are the same. This role is an opportunity to lead a team and both shape and define a vital part of our work by closely collaborating with colleagues across Ofcom. As a result, success in this management role will rely on your extensive leadership experience; your proven people management skills and your track record for collaborating effectively with others across your organisation to achieve challenging goals.

Whilst this role is based in Ofcom’s Cardiff office, Ofcom embraces flexible working and we welcome applications from job sharers and part-time workers.

Your Key Responsibilities

  • Ensure Ofcom’s compliance with its Welsh language standards, devising, maintaining, advising on and communicating Ofcom’s policies, procedures and practices that will deliver a consistency of approach that is internally recognised across Ofcom.

  • Establish Ofcom’s Welsh Language Unit to deliver and coordinate Ofcom’s in-house and 3rd party Welsh language services developing and maintaining effective and efficient internal systems, processes and communications that underpin Ofcom’s compliance with the Welsh language standards.

  • Develop reporting processes, procedures and platforms within the Welsh Language Unit that champions a positive and constructive culture of insight and evaluation to encourage future improvements based on data driven evidence.

  • Set and deliver communication and marketing strategies that will empower and engage colleagues across the organisation by promoting the Welsh Language Unit, ensuring its work and role are clearly understood by teams across the organisation.

  • Advise on and set Ofcom’s requirements for all external suppliers of Welsh language services, managing procurement processes and resulting Service Level Agreements ensuring they effectively deliver Ofcom’s requirements over time; offer innovation and represent value for money.

  • Advise on and manage the Welsh language services annual budget collaborating and communicating with finance colleagues to ensure effective use of available resources and that financial targets are being met.

  • Provide effective and inspiring people management to develop the performance and careers of direct reports in the Welsh Language Unit, managing all aspects of people management delivery, including recruitment, setting responsibilities and objectives together with the performance management and support of individuals.

  • Collaborate closely with Ofcom’s digital and communication team to speak for Ofcom in Wales and to manage and develop Ofcom’s brand and reputation through the Welsh language, ensuring that our digital presence in scope is both innovative and easily accessible for consumers in Wales.

  • Lead Ofcom’s relationship with the Welsh Language Commissioner and their office, providing an annual report on Ofcom’s delivery against its Standards. Lead negotiations in relation to Ofcom’s Welsh Language Standards, as required.

  • Manage queries, complaints and investigations into Ofcom’s delivery against its Welsh Language Standards, as needed.

The skills, knowledge and experience you’ll need for success

  • Leadership: extensive evidence for supporting the careers and performance of colleagues, creating high performing, motivated teams in line with Ofcom’s culture and values and empowering others to fulfil their potential using coaching, mentoring and feedback.

  • Executing Plans: a track record for effectively achieving goals through others, setting the direction and tasks for your team, managing available resources effectively and taking people with you whilst providing feedback, including how you have held others to account for how they behave, coaching them to be at their best.

  • Regulatory experience: significant evidence, ideally within a UK organisation, for how you have used your extensive knowledge of the Welsh language Standards and understanding of the role of the Welsh Language Commissioner’s office in Wales, to devise, maintain, advise on and communicate your organisation’s policies, practices and procedures that ensure compliance with its Welsh language standards or scheme.

  • Building Solutions: able to demonstrate your track record for seeing the bigger picture in order to identify and solve complex issues in the delivery of Welsh language services – ideally within an UK organisation – using evidence based methods to gather insights and develop well founded solutions.

  • Utilising Language Skills: your excellent written and spoken fluency in Welsh are essential for this role.

  • Channelling Influence: evidence for representing your organisation in high profile settings – internally and externally – to guide opinions and decisions using practiced and compelling communication and persuasion techniques to achieve your organisation’s goals.

  • Forming Relationships: a wide network of relevant contacts that demonstrates your track record and a clear approach for building and nurturing positive relationships with people inside and outside of your organisation.

  • Harmonising work: can show how you have role modelled Ofcom’s culture and values in your current role to maintain open environments for your team where valuable information and resources are shared in ways that supports all team members and their growth.

  • Trailblazing Ideas: a strong track record for bringing fresh perspectives and creative, original approaches that have improved processes and policies, or the quality or levels of Welsh language service delivery in your organisation.

  • Embracing Change: evidence of bringing innovation and taking a team through change, maintaining a positive and supportive environment whilst achieving your goals.

  • Financial analysis and planning: able to demonstrate a thorough commercial understanding of how things work, from securing finances and creating budgets; to analysing consumer trends and changes in technology to deliver more and better services in the Welsh language within the available resources.
