The Open College Network Northern Ireland (OCN NI) is a UK recognised Awarding Body based in Northern Ireland. We are regulated by CCEA Regulation to develop and award regulated professional and technical (vocational) qualifications from Entry Level up to and including Level 5 across all sector areas. In addition, OCN NI are also regulated by Ofqual to award similar qualifications in England.

This newly created role is pivotal in supporting the Director of Corporate Services to deliver high-quality HR services across the organisation. The Human Resources Executive will lead core HR functions including recruitment, onboarding, employee relations, policy development and wellbeing initiatives. The role requires a proactive individual capable of working independently while collaborating with managers and teams to ensure HR processes are effective, compliant, and aligned with OCN NI\’s values.

Duration: The post is a permanent position, working 3 days per week. Employment will be subject to a probationary period of 6 months to the satisfaction of OCN NI.

Salary: Salary range: £22,404 – £26,978 based on 21 hours per week. (£37,339 – £44,962 full time equivalent). This is a six-point salary scale, with progression opportunities occurring each April.

Location: Sirius House, 10 Heron Road, Belfast BT3 9LE. Following successful completion of probationary period, an application can be made for hybrid working.

Hours of work: 21 hours per week (exclusive of lunch breaks). Flexible start/finish times are in operation with core working hours from 10am to 4pm.

Responsibilities

  • Strategic HR Support – support the development and implementation of HR strategies, systems, and projects.
  • Champion a positive organisational culture aligned with OCN NI’s values.
  • Lead initiatives to enhance employee engagement and wellbeing.
  • Ensure compliance with employment legislation and maintain Investors in People accreditation.
  • Operational HR Management – Serve as the first point of contact for HR queries.
  • Manage end-to-end recruitment and selection process.
  • Oversee onboarding and offboarding to ensure a seamless employee experience.
  • Maintain accurate HR records and manage contracts, absence and payroll.
  • Employee Relations & Compliance – Advise managers and staff on HR policies and procedures, employment law and best practices.
  • Lead disciplinary, grievance and investigation processes.
  • Review and update HR policies in line with legislation and Company procedures.
  • Ensure GDPR compliant record keeping and statutory and regulatory reporting (e.g., Equality Commission returns).
  • Promote equality and diversity through relevant policies and monitoring.

Qualifications

  • Degree in HR or CIPD Level 5 (Associate level).
  • Minimum of three years’ experience in recruitment, employee relations, and absence management.
  • Experience of advising managers and participating in all aspects of recruitment, including advertising, shortlisting, interviewing and selection.
  • Experience of handling employee relations matters such as disciplinary and grievances.
  • Experience of absence management to include monitoring and advising managers on the absence process.
  • Proven ability to manage confidential information and competing priorities.
  • Experience of managing deadlines and conflicting priorities.
  • Strong understanding of employment law.
  • Proficient in Microsoft Office.
  • Eligible for Access NI clearance.
