Pay: £18,000.00 - £21,000.00 per year (30k-35K FTE) 3 days per week in Paddington for first 6 months. Thereafter hybrid.

OCEM (Overcoming Challenges through Education & Mentoring) is a London-based tuition organisation supporting pupils with complex needs across London and the South-East. We work closely with families, schools, and local authorities to provide bespoke tuition packages for children and young people, many of whom have SEND and/or SEMH needs and require a flexible, trauma-informed approach to learning.

Role Purpose

The Bid Writer (Tuition Packages SEND/SEMH) is responsible for producing high-quality written tuition proposals (packages) in response to referrals and commissioning requests. Your work will clearly set out how OCEM will meet a pupil's identified SEND and/or SEMH needs while also detailing a structured plan for academic progress. You will turn pupil profiles, EHCP outcomes, school reports and professional advice into compelling, compliant, pupil-centred bids that reflect OCEM's values and demonstrate impact.

Key Responsibilities

  • Bid Writing & Proposal Development
    • Produce bespoke written tuition packages for individual pupils, aligning provision to EHCP outcomes and/or identified SEMH needs.
    • Translate complex information (e.g., reports from EPs, SALT, OT, CAMHS, school documentation) into clear, persuasive proposals.
    • Ensure each bid includes both: A needs-led plan (SEND/SEMH strategies, engagement, regulation, routines, risk awareness), and An academic plan (baseline, targets, sequencing, subject focus, assessment and progress measures).
    • Write in a professional tone suitable for local authority commissioning, schools, and family stakeholders.
  • SEND/SEMH-Focused Intervention Planning
    • Outline practical, evidence-informed approaches to support: Emotion regulation and co-regulation, Anxiety-based school avoidance, Behaviour as communication, Trauma-informed engagement, Executive functioning, attention, and motivation, Sensory needs and learning readiness.
    • Ensure bids are personalised to the pupil's profile, including risk considerations, learning environment recommendations (home, community, centre-based), and timetable structure.
  • Quality Assurance & Compliance
    • Maintain a high standard of written quality: clarity, accuracy, grammar, and alignment to OCEM's frameworks and safeguarding expectations.
    • Use internal templates and style guides while tailoring content to each pupil.
    • Ensure proposals include all required commissioning elements (e.g., hourly rates if applicable, staffing, start timelines, delivery mode, reporting frequency, review points).
    • Support audit-readiness by keeping accurate records and version control.
  • Stakeholder Liaison & Information Gathering
    • Work closely with Operations, DSL/Safeguarding, tuition coordinators and case managers to gather information needed to write strong bids.
    • Where needed, clarify missing information (pupil context, preferred delivery model, risk factors, timetable constraints, therapy recommendations).
    • Liaise professionally with local authorities, schools and parents/carers (as appropriate) to support timely submission.
  • Continuous Improvement & Impact
    • Track outcomes and feedback to improve bid quality and win rate.
    • Build a library of high-impact wording, case studies, and intervention examples aligned to common needs and outcomes.
    • Contribute to developing OCEM's offer documents, capability statements, and standard responses for frameworks.

Person Specification

Essential

  • Proven experience producing high-quality written proposals, bids, case documentation or funding applications (education, SEND, health/care, or public sector desirable).
  • Strong understanding of SEND and/or SEMH and how needs impact access to learning.
  • Ability to write clearly, persuasively, and compassionately about complex pupil profiles.
  • Excellent organisation and attention to detail; able to manage multiple bids with tight deadlines.
  • Confident working with sensitive information and maintaining confidentiality.
  • Strong communication skills and ability to work cross-functionally.

Desirable

  • Experience writing for local authority commissioning, education frameworks, or EHCP-related provision.
  • Knowledge of UK SEND code of practice / EHCP outcomes writing.
  • Understanding of trauma-informed practice and relational approaches to engagement.
  • Experience in tutoring, teaching, pastoral, SENCO support, or education provision planning.
  • Familiarity with analysing pupil data and producing measurable targets.
