At Arc Partnership, we're proud to shape the future of Nottinghamshire's buildings, places, and communities. Formed in 2016 as a joint venture between Nottinghamshire County Council (NCC) and SCAPE, we combine public purpose with commercial expertise to deliver efficient, safe, and sustainable land and property solutions. From architectural design to repairs, maintenance, and estates management, we're here for every stage of the property lifecycle, creating spaces that make a lasting difference.

Your new role: as a Client Programme Manager, you'll play a pivotal role in shaping and delivering high-impact programmes for our clients. Acting as the bridge between client strategy and project delivery, you'll lead the early stages of projects, monitoring the programmes through to successful delivery – turning ideas into structured, resourced and deliverable programmes of work. Projects can vary in size and scope and could apply to any type of public sector building stock, including building a brand new school or office block as well as extensions and refurbishments.

Reporting to the Head of Client Strategy, you'll be the trusted programme-level contact for clients, ensuring strong governance, clear communication and seamless coordination across multiple projects. You'll work collaboratively across project management, design, and delivery teams, helping to drive high-quality outcomes while contributing to the continued growth and success of the business. This is a highly visible role where you'll influence project direction and delivery from the outset, champion client interests, and help create a “one team” approach across all stakeholders. You'll need to bring strong project management skills gained within the built environment.

What you’ll do:

  • Lead programme initiation and planning – manage the briefing and mobilisation of projects, translating client needs into clear deliverables, success criteria and execution plans.
  • Act as the key client interface – build strong relationships, acting as a central point of contact for programme-level reporting, governance and escalation.
  • Shape projects from the outset – develop project briefs, coordinate site visits, and gather essential information to ensure robust project foundations.
  • Drive effective programme coordination – maintain oversight of all live schemes within your programme, ensuring alignment, visibility and consistency across delivery.
  • Plan and align resources – develop resourcing proposals, working closely with internal teams to allocate the right expertise and ensure projects are set up for success.
  • Support strong governance and performance – establish project execution plans, risk registers and governance frameworks, ensuring projects meet quality, commercial and delivery expectations.
  • Champion collaboration and continuous improvement – work as part of a “One Team” culture, contributing to business improvement, knowledge sharing and high-performance standards.
  • Represent the business with confidence – act as an ambassador at client meetings and events, strengthening partnerships and promoting our services.
  • Support delivery excellence – work closely with PMO and delivery teams to ensure programmes stay on track, risks are managed, and client expectations are consistently met.
  • Develop others and build capability – coach and support junior colleagues, contributing to a culture of learning, accountability and professional growth.

What you’ll bring:

  • Essential Degree (or equivalent) in Architecture, Surveying, Asset Management, Engineering, Construction Management or other relevant construction/property related field.
  • Experience of the development and refinement of project design briefs to inform multidisciplinary consultancy, design and delivery projects, in line with the RIBA Plan of Work.
  • Experience of commercial controls and budget management in the context of project delivery and governance.
  • Experience of the preparation and coordination of pre-construction information (PCI), including the delivery of feasibility studies, project reviews, associated reports, surveys, site data, responsibility matrices, and project execution plans across a range of concurrent projects/programmes.
  • Desirable Chartered / Membership in project management or of an associated discipline as set out above.
  • Project Management qualification (e.g., Prince2, APM, NEC4 etc).

Why join Arc Partnership?

  • Salary between £58,000 – £65,000 (dependant on experience).
  • Local Government Defined Benefit Pension Scheme and life assurance of 3× salary.
  • Private Medical Insurance.
  • 25 days' annual leave plus bank holidays and additional birthday leave.
  • Enhanced paternity and maternity pay.
  • Flexible working hours to support work/life balance.
