OB Collective is supporting a major UK central government transformation programme that will bring two large public sector organisations together by April 2027. We're looking for four HR / Payroll Transition Planner / Analysts (G7 equivalent) to join us inside the HR Core team.

What the work looks like:

You'll be analysing the current-state HR and payroll arrangements across two large organisations, planning the transition activities needed to bring them together, and owning discrete components of the overall plan through to delivery. Data, configuration, testing, cutover, acceptance criteria — the full transition lifecycle.

You'll work as part of a four-strong analyst team under a Senior Project Manager, with the kind of pace, complexity and stakeholder breadth that defines a programme of this scale.

We're looking for people who:

  • Have prior UK public sector or central government experience (this is essential)
  • Know HR and Payroll systems and processes inside out
  • Have done transition planning before, ideally on a merger or integration
  • Are comfortable with HR / Payroll data and the realities of moving it between systems
  • Can hold their own with HR, Payroll, IT and programme stakeholders

Direct ESR experience and existing BPSS clearance are particularly welcome.

The practicals:

  • Inside IR35
  • Primarily remote, with on-site days in London and Leeds
  • Engagement aligned to April 2027 Day One milestones
  • BPSS clearance required
