We are partnering with a global organisation seeking an experienced Global Talent Programme Manager to oversee a portfolio of talent and development initiatives. This is not a traditional L&D role. Rather than designing or delivering programmes, you’ll provide oversight across the portfolio, ensuring programmes are aligned to business priorities, operating efficiently, and delivering measurable outcomes.
Working closely with programme owners, HR teams and senior business stakeholders, you’ll use data and insights to evaluate programme performance, identify opportunities for improvement, and ensure investment in talent initiatives is generating real business value. The role will also play an important part in driving the use of technology and AI across the talent function, identifying practical ways to improve processes, enhance the employee experience, and increase programme impact.
Talent Programme Governance & Optimisation- Maintain oversight of a global portfolio of talent, leadership, engagement, and capability initiatives.
- Evaluate programme effectiveness through data, business outcomes, participation trends, and stakeholder feedback.
- Challenge existing approaches and identify opportunities to improve efficiency, scalability, and impact.
- Make evidence-based recommendations on where programmes should be enhanced, redesigned, consolidated, or retired.
- Ensure talent initiatives remain aligned to organisational priorities and workforce needs.
- Introduce consistent governance, reporting, and project management disciplines across the talent portfolio.
- Monitor programme progress, risks, dependencies, and resource requirements across multiple concurrent initiatives.
- Drive operational improvements that reduce complexity, improve execution, and create greater consistency globally.
- Oversee learning and talent technology administration, ensuring high-quality data and meaningful reporting.
- Develop frameworks to measure programme effectiveness beyond activity metrics.
- Establish meaningful success measures linked to business performance, capability growth, engagement, retention, and organisational outcomes.
- Produce insights and recommendations for senior stakeholders regarding investment decisions and future priorities.
- Build a culture of evidence-based decision making across the talent function.
- Identify opportunities to leverage AI and technology to improve talent processes, programme delivery, reporting, and user experience.
- Assess emerging tools and technologies, building practical business cases for adoption.

- Significant experience within Talent, Learning, Leadership Development.
- Proven experience evaluating and improving the effectiveness of talent or people programmes at scale.
- Strong analytical capability with experience measuring impact, outcomes, and ROI.
- Demonstrated success driving operational excellence, process improvement, or programme optimisation.
- Experience implementing or leveraging AI and technology solutions within HR, Talent, or Learning environments.
- Strong programme and portfolio management skills across complex, global environments.
- Comfortable influencing senior stakeholders and challenging existing approaches constructively.
- Commercially minded, data-driven, and focused on outcomes rather than activity.
