The New York Department of Citywide Administrative Services (DCAS) seeks an experienced, talented application Developer with strong knowledge of enterprise applications and systems administration to join the Human Capital application development and support project team within the Information Technology line of service. DCAS acts as the Human Capital arm for the City of New York. The role of the application developer is to assist the Human Capital group with their technological needs. DCAS currently maintains a Human Capital application portfolio, databases with information on the Civil Service Examination for NY City, Citywide Equity and Inclusion systems and databases, City Personnel Investigation processing systems, and many more.
Under the IT leadership, the Application Developer under varying levels of managerial or executive direction, with varying degrees of latitude for independent initiative, judgment, and decision, performs difficult and responsible professional work in the planning, organizing, analyzing, designing, developing and testing of the overall activities for all the application under Human Capital management applications that also integrates with various other applications and datasets in various technologies. The candidate will also participate and assist with the implementation of a new system that will replace current aging homegrown applications. The candidate will be part of the DCAS IT team to design and test integrated solutions using various technology partnering along with other team members supporting .Net and CRM dynamics applications to meet the business needs. The candidate will be required to manage and support the project deliverables and system administrative functions for various functionality for human capital operational support applications managed by DCAS IT.
Responsibilities:
- Gather, document, and analyze business requirements to recommend effective IT and business solutions.
- Identify process gaps and opportunities for improvement through detailed analysis and stakeholder engagement.
- Design functional deliverables including business scenarios, flow diagrams, use cases, and UI mock-ups; facilitate user acceptance testing.
- Participate in human-centered design practices, including user research, software prototyping, and usability testing.
- Participate in quality assurance to ensure software solutions are tested thoroughly for functionality and performance by creating and executing test scripts and documenting results.
- Oversee projects to ensure alignment with strategic objectives, streamline interdependencies, and manage deliverables.
- Initiate and manage process improvement initiatives using modern collaboration methods, automation tools, and emerging methodologies.
- Plan, manage, and coordinate IT projects from initiation to completion, including scope definition, scheduling, and risk management.
- Provide day-to-day support and coordination to multidisciplinary project teams, including integration-focused IT teams and external consultants / vendor teams.
- Track, report, and communicate project progress, task completion, and readiness for operational transition to stakeholders and DCAS IT management.
- Develop IT project budget related documents like capital and expense sheets, project related tools and licenses purchases and assignment to users.
- Prepare project reports, statements of work, and other procurement related documentation.
- Support in creation of SI (System Implementation) project related documents like BND (Business need document), CRD (Contract requirement document) RFP (Request for proposal) etc. and participate in overseeing contract compliance and tracking.
- Review and approve vendor documentation related to projects such as project plan, BRD, Training plans and user manuals as needed.
- Work independently and productively.
- Assist teammates in technical or functional roles when needed.
- Detailed technical understanding of data and technical database design.
Minimum Qualifications:
- A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to information technology service management, process management, operations;

- Education and/or experience which is equivalent to "1" or "2" above.
Preferred Skills:
- Experience in performance tuning, query optimization, and other performance and troubleshooting tools.
- Experience in system and data mapping and conversion preferred.
- Experience using project SharePoint and/or MS OneDrive site for project artifacts.
- DevOps/JIRA/GitHub or any other similar tool experience for project tracking is preferred.
