Manage multiple IT projects from initiation through delivery, ensuring timelines, budgets, and scopes are met. Develop and maintain project schedules using standard project management tools. Manage project risks and issues, maintaining a risk log, creating mitigation plans, and escalating as needed. Supervise a team of 12 HRIS analysts, providing guidance, coaching, and performance oversight. Facilitate regular status meetings with stakeholders to ensure alignment and timely decision-making. Lead requirements-gathering and documentation meetings for moderate to complex system fixes and enhancements. Plan, document, and oversee execution of test plans and scenarios for system changes. Communicate complex technical changes clearly to both technical teams and business stakeholders. Create and run advanced queries to support reporting, analytics, and decision-making. Analyze, document, and elevate system defects to FISA-OPA with complete supporting details. Conduct quality assurance reviews of requirements, configurations, and queries to ensure accuracy and compliance with standards. Track and monitor progress of service requests, proactively identifying risks or delays. Prepare progress reports and project updates for the Director. Identify additional requirements or process improvements during projects. Validate documentation for new or enhanced functionality to ensure readiness for deployment. Oversee the CRM queue, assigning and prioritizing service requests. Support agency HR users with NYCAPS system functionality.
Minimum Qualifications
A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described above. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described above. A satisfactory combination of education and experience equivalent to the above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described previously, including the eighteen (18) months of administrative, managerial, executive or supervisory experience.
Preferred Skills
Minimum 1 year of Business Analyst experience. Minimum 1 year of experience leading an HRIS team or group of subject matter experts. At least 3 years of experience with HRIS systems, preferably PeopleSoft. Knowledge of PeopleSoft HCM, Talent Management, Training Administration, and Benefits Administration. Proficiency with reporting and security tools. Strong understanding of data processing methods and procedures. Experience with service center technologies, such as case management or knowledge management systems. Proven experience in system implementation, process improvement, and service delivery optimization. Strong project management skills, including defining objectives, deliverables, and scope. Demonstrated ability to lead and collaborate effectively in a matrixed organization. Excellent customer service and stakeholder engagement skills.
