NHS Wales Shared Services Procurement is an established Procurement Service assisting the Health Boards and Trusts across Wales to deliver patient centred services. We are an award-winning service focusing on value, safety, excellence, innovation and quality. Our aim is to have seamless procurement processes in place that releases clinical time to focus on patient care and develop a value based procurement approach based around patient outcomes.

A 2 Year Secondment Opportunity has arisen within Procurement Services for a Senior Procurement Business Manager to support the All Wales Lung Screening Programme. This is an excellent opportunity to develop your procurement career in a dynamic, challenging and high profile environment. In addition to the criteria outlined in the specification, you should demonstrate how you apply commercial acumen and utilise skills to deliver in the complex changing environment throughout NHS Wales. The post will be working primarily on behalf of Public Health Wales, and will focus on the All Wales Lung Screening Programme. The post holder will provide vision and leadership in the development and implementation of a contract portfolio, ensuring that systems, processes, policies and procedures are in place to enable the team to deliver its strategic and operational targets. This post is a fixed term/secondment for 24 months due to funding. Supporting the understanding of the strategic direction of the Trust and aligning with the NWSSP strategic objectives as part of the IMTP plan.

Person specification

  • Qualifications
    • Essential criteria: Post graduate diploma or demonstrable equivalent experience in a relevant area. Qualified to MCIPS (Level 6)
    • Desirable criteria: Knowledge of Health Boards and Trusts Procurement processes/ procedures
  • Skills
    • Essential criteria: Excellent communication skills, written and oral, articulate and robust in presenting ideas. IT Proficiency particularly in the use of word processing, spreadsheets, databases and use of the web for researching. Evidence of continuous professional development.
    • Desirable criteria: Familiar with integrated web based systems
  • Experience
    • Essential criteria: Proven experience of handling ‘complex’ and/or high value procurements on time, and within budget. Expertise in EU procurement and contract management, obtained via further training and/or relevant experience. Experience of project planning and ability to meet deadlines, including participating, and co-ordinating costings and purchases in line with agreed revenue and capital projects. Demonstrable track record of obtaining savings and other business indicators. Experience of people/staff management. Conversant with legal, compliance and probity issues.
    • Desirable criteria: Awareness of Quality standards and working with ISO policies and procedures. Awareness of business planning principles. Experience of managing large scale and / or complex projects. Track record of managing organisational and technological change.
