An opportunity has arisen for a Procurement Business Officer to join the NHS Shared Services - Procurement Services' Frontline Procurement Team based at St David's Park, Carmarthen. Main duties of the job:

  • NWSSP - NHS Wales Procurement Shared Service is an established Procurement Service assisting the Health Boards and Trusts across Wales to deliver patient centred services.
  • We are an award winning service focusing on value, safety, excellence, innovation and quality.
  • As a Procurement Service we have an obligation to provide stakeholders and customers with the best quality service, ensuring the right product, provision or service has been sourced and supplied efficiently and at the right price for all of Wales.
  • Our aim is to have seamless procurement processes in place that release clinical time to focus on patient care and develop a value based procurement approach based around patient outcomes.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Detailed Job Description And Main Responsibilities:

Person specification:

  • Essential criteria: Knowledge of professional purchasing principles acquired through NVQ level 3 or Advanced Certificate in Procurement and Supply, plus knowledge of contract law acquired through short courses and experience OR Previous work experience in a contracting function.
  • Proven ability to build, manage, and maintain effective relationships with internal stakeholders and external suppliers.
  • Demonstrates strong interpersonal and communication skills, with a collaborative approach to engaging diverse teams and vendors.
  • 5 GCSE's grade C and above, including Maths & English or equivalent experience.
  • Desirable criteria: Ability to work to deadlines, competent in the use of Microsoft products, proven ability to prepare documentation utilising Microsoft products that are both structurally and grammatically correct and capable of final presentation, excellent organisational skills, proven communication skills, excellent interpersonal skills, ability to follow work through to completion, ability to work positively as part of a team, Welsh language skills are desirable.

Other Desirable criteria:

  • Ability to travel in a timely manner off site for meetings (as appropriate) throughout Wales and other parts of the UK.
  • Awareness of Business planning principles.
  • Working knowledge of quality systems and procedures including problem solving techniques.
  • Knowledge of best practice, benchmarking and performance measurement techniques.
  • Ability to analyse and interpret complex data sets.
