Are you an ambitious qualified accountant who is looking to develop their career in NHS Wales? An exciting opportunity has arisen to join the NWSSP Finance Team in the role of Finance Manager – Accounting, Capital, Planning & Quality. Based in our HQ in Nantgarw, Cardiff, you will gain wide experience in financial management across NWSSP. The role requires a hard‑working, committed individual with financial experience and a keen eye for detail who works well as part of a team and meets strict deadlines.
Main Duties
- Undertake NWSSP financial and capital accounting functions and act as the link within these areas with the finance team of our host Velindre University NHS Trust, including responsibility for VAT, maintaining the fixed asset register, ensuring that additions, disposals and asset validations are undertaken correctly.
- Ensure achievement of the NWSSP Capital Expenditure Limit (CEL), provide accurate, timely and reliable financial information to the Senior Finance Team, Service Directors and Welsh Government regarding capital expenditure including IFRS16 and undertake financial monitoring of the Capital Programme approved by the Senior Leadership Group.
- Support financial planning and production of the NWSSP‑wide IMTP.
- Support the coordination and monitoring of the finance team IMTP and wider emergency planning for the department.
- Support the quality agenda across the finance team.
- Deputise for the NWSSP representative of the All Wales Technical Accounting Group and Capital sub‑groups, sharing current and upcoming issues, applying new or updated International Financial Reporting Standards or other statutory changes, assessing the impact for NWSSP and sharing knowledge/training with relevant staff.
Key Skills & Experience
- Qualifications: Qualified CCAB Accountant with full member status.
- Evidence of continuing professional development training.
- Demonstrable experience and specialist knowledge in NHS legislation and accounting policies.
- Comprehensive understanding of the NHS financial regime including Capital and Planning.
- In‑depth specialist knowledge of financial and accounting procedures, financial aspects of NHS legislation and NHS financial policies.
- Awareness of current and emerging financial, capital accounting and VAT policy and guidance changes.
- Proven ability to prepare financial accounts in line with legal requirements and agreed timetables, producing good‑quality year‑end accounts and working papers.
- Experience working in a financial environment in a large complex organisation.
- Experience producing a wide range of financial and management information, reports and analyses for senior management teams.
- Experience providing a good standard of financial training to non‑financial managers.
- Experience with complex financial ledger and Fixed Asset Register.
- Experience working in the NHS in a financial accounting/capital role (desirable).
- Experience working with non‑financial senior managers (desirable).
- Experience of service developments, providing financial advice and support (desirable).
- Experience with Oracle FMS & Real Asset Management (desirable).
- Excellent analytical and numerical skills.
- Excellent communication skills – written and verbal.
- Ability to work on multiple complex tasks, working to tight deadlines.
- Advanced IT skills, including experience in all Microsoft applications, especially MS Excel.
- Ability to work under own initiative.
- Ability to develop strong working relationships inside and outside the team to achieve common goals.
- Ability to establish objectives and priorities in a climate of uncertainty.
- Welsh language skills desirable (levels 1 to 5).
Personal Qualities
- Deliver excellent customer service to internal and external customers.
- Ability to travel if required.

- UK professional registration is required.
