ILIOS Overview
ILIOS is the Construction Partner for the UK’s STEP (Spherical Tokamak for Energy Production) fusion programme, the UK’s world‑leading programme to design and build a prototype fusion energy power plant at West Burton in Nottinghamshire.
ILIOS is a consortium led by a joint venture between Kier and Nuvia, supported by AECOM, AL_A and Turner & Townsend, bringing together extensive experience across major national infrastructure, nuclear and safety‑critical engineering, complex site transformation, programme and cost management, and world‑class design.
Working as part of the public–private sector integrated team led by UK Fusion Energy (UKFE), a wholly owned subsidiary of the UK Atomic Energy Authority (UKAEA), ILIOS is embedded in the programme as STEP transitions from planning into delivery.
The consortium supports the design and construction of buildings, infrastructure and facilities across the STEP site, alongside constructability, programme planning, site management, supply‑chain engagement and project controls, helping to ensure delivery is safe, buildable and fully integrated with the wider programme.
The appointment of ILIOS marks a significant milestone in the UK’s transition to clean energy and supports STEP’s mission to demonstrate fusion energy and develop a world‑leading fusion supply chain, creating long‑term economic and skills opportunities for the UK.
Description of job:
The Package Manager is responsible for planning, coordinating, and delivering projects successfully while ensuring they meet agreed objectives, timelines, budgets, and quality standards. Central point of communication between stakeholders, project teams, suppliers, and senior leadership, managing resources, risks, issues, and dependencies throughout the project lifecycle. The Package Manager will have accountability for the project schedules, progress, decision-making, and mitigation or resolution of risks and issues.
Responsibilities:
Delivery accountability
- Accountable for all aspects of project delivery including definition, design, procurement, manufacture, construction and commissioning.
- Accountable for project financial performance.
- Accountable for the successful delivery of the project in accordance with the PMP.
- Management of project scope and any deviation from that agreed scope.
Launches the Project
- Mobilise the project team, define roles and responsibilities, and secure suitably qualified resources.
- Develop, agree and communicate the Project Management Plan, key deliverables schedule, and governance controls.
- Establish stakeholder engagement, security requirements, project start-up activities, and construction phase readiness.
Establishes Schedule, Budgets and Sets Up Project Cost Control
- Establish and maintain the project baseline budget and schedule.
- Develop and align the WBS, CBS and OBS structures.
- Implement project accounting and cost control methodologies.
Procurement and Subcontract Management
- Manage enquiry specifications and procurement activities in line with project delivery strategies.
- Evaluate tenders, assess supplier performance and costs, and award subcontracts.
- Oversee purchase orders and subcontractor performance in accordance with company procedures.
Monitor, Control, Report Project Costs, Resources, Schedule and Scope
- Monitor project costs, commitments, resources, schedule and scope, implementing corrective actions where required.
- Lead regular customer and internal progress reviews, reporting project status and forecasts.
- Manage contract changes, deviations and accurate cost-to-complete forecasting.
Supervise Project Teams to Achieve Project Safety, Quality and Delivery Strategy Requirements
- Lead and supervise project teams in accordance with company standards and the Project Management Plan.
- Ensure delivery of project objectives, including safety, quality and performance requirements.
- Manage staff and contractor competence, supervision and Health & Safety compliance.
Assess and Mitigate Project Risks
- Identify, assess and maintain project risks and opportunities.
- Develop and implement effective risk mitigation and management strategies.
Tendering and Proposal Development
- Lead the development and submission of competitive tender responses.
- Provide project management expertise, estimates and delivery input to proposals.
- Support client engagements and proposal development activities to secure new business.
Qualifications, experience and skills:
- A qualification within either an engineering or business related field.
- Project Management related qualification and APM membership, working towards chartership
- Demonstrates competent professional standards of behaviour and compliance with legal and technical requirements.
- Demonstrates competent commercial awareness and the ability to negotiate with Clients and improve Nuvia’s commercial position within contracts.
- 3 years’ experience in Project Management as a Project / Senior Project Engineer.
- Demonstrable experience in engineering or construction project delivery, with demonstrable competence gained in a project management position.
- Can deliver project management expertise, leadership, problem solving and conflict management skills to a competent level.
- A full UK driver’s license
