We are seeking an experienced Project Manager to manage Owners Scope procurement activities and reporting across the programme. The role is responsible for planning and coordinating procurement packages delivered directly by the Owner (outside main EPC/GC contracts), maintaining robust governance and controls, and providing clear performance reporting to support decision making. The successful candidate will have strong procurement interface management experience, excellent project controls capability, and a track record of delivering within complex, regulated infrastructure environments.

Principal Accountabilities:

  • Maintain package schedules, cost forecasts and risk/issue logs; monitor supplier performance and drive timely resolution of delivery, commercial and technical issues to protect programme milestones.
  • Manage interfaces between Owners Scope suppliers and the wider delivery organisation (e.g., EPC/GC, site operations, logistics) to ensure clear handoffs, access, integration and commissioning readiness.
  • Stakeholder Engagement - Chair/attend package progress reviews, supplier meetings and interface workshops, ensuring actions are captured, owned and closed out.
  • Governance & Compliance - Maintain accurate documentation, action logs and reporting in line with project controls and information management requirements.
  • Continuous Improvement - Promote collaboration and consistent ways of working across procurement, commercial and project controls teams and delivery partners.

Knowledge, Skills, & Experience:

  • Experience working within large-scale, regulated infrastructure programmes (e.g., energy, transport, utilities) with strong stakeholder and supplier management skills.

Qualifications:

  • Degree (or equivalent experience) in Project Management, Engineering, Commercial Management, Quantity Surveying, or related discipline.
  • Project Management accreditation (e.g., APM PMQ, PRINCE2, PMP) preferred; procurement/commercial qualifications (e.g., CIPS) are an advantage.
  • Experience in regulated or complex infrastructure environments (e.g., energy, transport, utilities) desirable.
