We are seeking an experienced Commissioning Manager to support the successful delivery of a major infrastructure and equipment programme within a highly regulated environment. The role acts as the key interface between project delivery teams and the end‑user organisation, ensuring commissioning activities are effectively planned, authorised, coordinated, and compliant with operational, safety, and regulatory requirements. The successful candidate will play a crucial role in preparing newly delivered infrastructure and equipment for operational use by embedding commissioning requirements throughout the design, construction, and handover phases.

Key Accountabilities

  • Coordinate commissioning activities in line with end‑user governance and approval processes
  • Act as the primary liaison between delivery teams and operational stakeholders during commissioning
  • Ensure commissioning is undertaken in accordance with regulatory, safety, and operational requirements
  • Ensure commissioning lifetime records are suitable, sufficient, and accurate
  • Facilitate commissioning readiness reviews and secure appropriate operational approvals
  • Integrate commissioning milestones into programme schedules and delivery plans
  • Ensure newly commissioned assets are correctly recorded within asset management systems
  • Identify, manage, and mitigate risks related to commissioning, operational readiness, and compliance
  • Provide clear commissioning progress updates to programme leadership and governance forums
  • Identify RAIDO items associated with commissioning and develop mitigation and opportunity strategies
  • Support procurement activities by advising on commissioning‑related technical requirements (Future scope, TBC)
  • Lead and manage a team of Commissioning Engineers, providing both line management and technical leadership

Occupational Skills and Knowledge

  • 10 years’ experience in a technical role, including proven experience as a Commissioning Manager or equivalent
  • Experience working within a nuclear‑regulated environment (licensed and/or authorised), with a strong understanding of commissioning requirements, risk management, and quality assurance
  • Ability to interpret and produce technical documentation, including drawings, plans, reports, and specifications
  • Strong written and verbal communication skills, with the confidence to engage across multidisciplinary teams
  • Highly organised, with the ability to plan, monitor, and deliver against multiple deadlines
  • Chartered status with a relevant professional engineering institution (desirable)
  • Knowledge of site‑specific engineering standards and operating procedures within regulated defence or infrastructure environments (desirable)
  • Understanding of engineering lifecycle delivery aligned to recognised construction or commissioning frameworks (desirable)
