OSAR Advisor – Warrington

Operational Security & Resilience (OSAR) Advisor

Role Purpose

The OSAR Advisor will support an effective, timely, and holistic operational security, Emergency Preparedness & Response (EP&R), and Business Continuity (BC) management provision inclusive of all NTS requirements. The OSAR Advisor will ensure corporate assets, security and weapons systems, and related equipment are ready for NTS Road/Rail and Maritime transport operations, fully compliant with national and international legislative and regulatory frameworks. They will also support the wider department in providing operational security, EP&R, and BC-related advice to NTS’ on-call team, customers, operational, and consultancy stakeholders.

Principal Accountabilities

Key Areas:

  • Assist in security planning, arrangements, and delivery for NTS transport schedules, ensuring compliance with NTS’ TSS.
  • Support the delivery of the Division’s operational security arrangements for all modalities.
  • Contribute to international consultancy capabilities (IAEA, KCL, WNTI, etc.).
  • Represent NTS at security meetings, conferences, and forums.
  • Assist with training and exercising activities.
  • Produce operational orders, Operational Requirements (ORs), and other documentation.
  • Compile security risks in line with company risk appetite.
  • Support the delivery of corporate incident and business continuity management processes.
  • Undertake assurance or performance-based activities as required.
  • Support the delivery of Transport Security Plans (TptSPs) and other security projects.
  • Implement corporate/management decisions and initiatives.
  • Manage own workload, including time and deadline management, performance, self-development, health, and well-being.
  • Mandatory participation in the NTS out-of-hours on-call team.
  • Act as the key business partner for all transport modalities, providing timely and accurate security advice.
  • Ensure compliance with legislative, regulatory, customer, and stakeholder obligations.
  • Embed the One NDA ways of working, collaborating with functional NDA peers and key stakeholders.

Knowledge, Skills, and Experience Needed

Qualifications:

  • Good first degree (or SQL Level 5 equivalent) and/or at least 3 years’ experience in a security/nuclear/EP&R related environment.
  • Member of a Professional Affiliation (e.g., UK’s Security Institute or the Institute of Risk Management).

Experience:

  • Advising on operational security arrangements within nuclear or highly regulated transports.
  • Managing complex regulatory and stakeholder relationships.
  • Planning, training, and responding to major security events.
  • Responding to major nuclear safety/security incidents at an operational level.
  • Coordinating operations with armed police services and stakeholders.
  • Working with regulators/stakeholders in high-risk environments.
  • Assisting in investigations with integrity.
  • Producing/delivering EP&R and Security Operational Orders.
  • Working within a Project Management environment.
  • Understanding risk and EP&R management, including BC.

Knowledge:

  • Nuclear security regulations.
  • Good practices relating to resilience.
  • Armed policing operations and intelligence.
  • International nuclear security obligations/processes.
  • Nuclear, Rail, or Shipping industry/sector.
  • Multi-discipline organization experience.

Note: Duties may vary within the broad remit of the role and grade. Work location is subject to discussion with the immediate line manager and business requirements.
