Sourcing Lead - 12 Month Fixed Term Contract

Location: Regents Court / Hinton (flexible working supported in line with business needs)

Reporting to: Senior Procurement Manager

About the role

At Nuclear Transport Solutions (NTS), we’re committed to delivering safe, efficient, and value-driven transport solutions and that starts with the right procurement expertise. As a Sourcing Lead, you’ll play a key role in shaping and delivering our sourcing activity across the business. Supporting the Senior Procurement Manager, you’ll ensure sourcing requirements are delivered on time, compliantly, and with maximum value, helping NTS achieve its operational and strategic objectives. You’ll take ownership of a forward-looking sourcing pipeline, drive compliant tendering activity under the Procurement Act 2023, and collaborate across the organisation and supply chain to achieve the best outcomes. What you’ll be doing

  • You’ll be at the forefront of sourcing delivery, working with stakeholders across the business to ensure procurement activity is effective, compliant, and aligned to strategy.
  • Key responsibilities include:
    • Delivering compliant, value-adding sourcing solutions in line with the agreed procurement pipeline
    • Developing and maintaining a 12-month sourcing plan that supports NTS and wider business strategies
    • Designing sourcing strategies and running end-to-end tender processes in line with the Procurement Act 2023
    • Acting as Tender Assessment Team Chair for Bronze and Silver procurements where required
    • Drafting, reviewing and approving sourcing strategies and contract award recommendations within delegated authority
    • Ensuring all contracts recommended for signature meet NTS governance, processes and approval requirements
    • Supporting the Commercial Division in meeting all legislative, regulatory and stakeholder obligations
    • Providing robust management information and reporting to meet stakeholder expectations
    • Identifying and escalating potential issues, risks or disputes in a timely and effective manner

Who we’re looking for

We’re looking for someone who combines technical procurement expertise with strong stakeholder management and a proactive mindset. You’ll be confident working in a fast-paced environment and comfortable taking ownership of multiple projects.

Experience

  • Experience of designing and delivering procurement competitions in line with Public Contracts Regulations and/or the Procurement Act 2023 (Essential)
  • Proven ability to manage multiple sourcing projects to tight deadlines (Essential)
  • Experience of negotiating with suppliers and drafting bespoke Terms & Conditions (Essential)
  • Confidence in holding suppliers and colleagues to account (Essential)
  • Experience working within a regulated and/or industrial environment (Desirable)
  • Experience of coaching or managing others (Desirable)

Knowledge

  • Strong understanding of Contract Law and its application (Essential)
  • Practical experience of working with CCS Frameworks (Essential)
  • Detailed understanding of public procurement frameworks, including:
    • Procurement Act 2023 (Desirable)
    • Government Commercial Operating Standards and Public Procurement Notes (Desirable)
  • Familiarity with systems such as Atamis and Sage, or ability to learn quickly (Desirable)
