About the role
At NTS, rail operations are about far more than moving trains — they’re about keeping people safe, delivering for our customers, and running a resilient, high‑performing service 24/7, 365 days a year. As an Operations Delivery Manager, you’ll lead and inspire a large, highly skilled Traincrew team at a DRS location in Scotland. You’ll be responsible for ensuring the right people, with the right skills, are in the right place at the right time, enabling us to deliver safe, secure and commercially successful rail services in a highly regulated environment. This is a high‑impact leadership role, combining strong people management, operational excellence, safety leadership and collaboration across the wider Rail Division and NTS.
What you’ll be responsible for
- Operational leadership & service delivery
- Full, day‑to‑day line management of Traincrew at the location, in line with company policies, procedures and working instructions.
- Ensuring Traincrew capacity, availability and competence to deliver a 24/7/365 service, planned by Operations Planning.
- Owning service delivery performance at the location against Integrated Business Performance (IBP) KPIs.
- Managing train flows, terminal operations and third‑party interfaces connected to location workflows.
- Working closely with Planning on route learning and resourcing.
- Control on roster planning.
- Commercial on business acceptance and commercial decisions.
- Engineering to ensure rolling stock and assets are available to deliver the service plan.
- Providing Operational On‑Call cover as required.
- Deputising for the Senior Service Delivery Manager when needed.
- Leading safety, security and resilience activity at site, supporting company initiatives and ensuring safety plans are fully delivered.
- Ensuring all service delivery operations are safe, secure and reliable.
- Compliant with national, railway and nuclear regulations and standards.
- Aligned to customer expectations and commercial targets.
- Championing and embedding a strong safety culture across Service Delivery.
- Delivering safety briefs and leading safety management activities.
- Ensuring all terminal, yard and depot risk assessments and documentation are current, accurate and relevant.
- Supporting investigations and both internal and external audits.
- Leading, managing and developing a high‑performing Traincrew workforce (c.214 staff).
- Ensuring Traincrew adherence to agreed terms and conditions.
- Applying the Competence Development Plan (CDP) consistently, working in partnership with Standards and Training.
- Overseeing Traincrew recruitment in line with Operations Planning and supported by HR and Standards & Training.
- Managing Traincrew performance against objectives, including coaching, mentoring and welfare support.
- Delivering people management activities in line with HR policies and processes.
- Managing annual people plans and building a strong succession and talent pipeline.
- Enabling Standards & Training Managers and Competence Assessors to meet all assessment and competence targets.
- Leading and inspiring a culture of engagement, accountability and innovation, living the NTS principles of Freedom, Helpfulness and Drive.
- Championing equality, diversity and inclusion.
- Driving continuous improvement and business transformation to maximise service delivery effectiveness and efficiency.
- Acting as a mentor and coach to other leaders across Rail, role‑modelling behaviours aligned to NTS Management Standards.
- Representing the Service Delivery location at internal and external forums and meetings.
Who we’re looking for
Qualifications
- Essential
- Degree or equivalent experience.
- Relevant professional qualification or certification.
- Evidence of continuous professional development.
- Willing to work towards Level 3/5 Aspiring Leader (CILM), or Level 5 Operations or Departmental Manager (CIRO), or Level 7 Senior People Professional (CIPD).
Experience
- Proven success in managing operations within a commercial, safety‑regulated environment of similar scale and complexity.
- Strong track record of leading and developing high‑performing operational teams.
- Experience working with Trade Unions and Regulators.
- Evidence of delivering effective safety, risk and compliance management.
- Demonstrable experience leading change and business transformation.
Knowledge
- Strong understanding of Traincrew terms & conditions and the RSSB Train Driver Rule Book.
- Working knowledge of the DRS network, traction and rolling stock.
- Solid understanding of Safety Management Systems.
- Experience operating within a highly regulated safety‑critical environment.
Skills & attributes

- Core training: Manual Handling, Fire Awareness, Car Driver Assessment.
- On‑the‑job operational training and systems knowledge.
- Technical training including: OTMR analysis, incident investigation, disciplinary hearings and TOLO.
- Health, safety and human factors training including accident investigation and IOSH Managing Safely.

- Security clearance: BPSS / Counter Terrorist Check (CTC).
- Willing and able to travel.
