We are seeking a highly motivated, organised, and proactive Shift Planner to take full ownership of staff scheduling and workforce coordination within our RQIA‑registered healthcare agency. This is not just an administrative role — it is a key operational position responsible for ensuring safe staffing levels, service continuity, and regulatory compliance across all client services. The successful candidate will be confident working independently, capable of making decisions, and motivated to build and refine systems that improve efficiency and service delivery.

Key Responsibilities
- Rota & Workforce Planning
- Create, manage, and optimise staff rotas to ensure all care packages are safely staffed
- Match staff competencies, experience, and training to client needs
- Manage short‑notice cover, sickness, annual leave, and emergency gaps
- Anticipate staffing challenges and proactively plan ahead
- RQIA Compliance & Governance
- Ensure staff assigned to shifts hold valid training, access NI checks, and required certifications
- Monitor staff hours in line with Working Time Regulations (Northern Ireland)
- Maintain accurate scheduling documentation for RQIA inspection readiness
- Work closely with the Registered Manager to uphold regulatory standards
- Communication & Relationship Management
- Act as the primary contact for all shift‑related queries
- Build positive working relationships with healthcare staff
- Liaise professionally with clients where required
- Escalate concerns appropriately and contribute to service improvement
- Operational Ownership & Development
- Take initiative to improve scheduling processes and systems
- Identify inefficiencies and implement solutions
- Produce regular staffing reports and data insights
- Contribute to strategic workforce planning and growth

Person Specification
- Experience
- Minimum 1–2 years’ experience in scheduling, coordination, or workforce planning
- Experience within a healthcare, domiciliary care, or agency setting
- Experience managing rotas in a fast‑paced environment
- Knowledge
- Understanding of RQIA standards and regulated care environments
- Knowledge of Working Time Regulations (NI)
- Awareness of safeguarding principles
